                  Report of the Second Committee (Part IV) *

                               I.  INTRODUCTION

1.   The Second Committee held a substantive debate on agenda item 96
(see A/51/604, para. 2).  Action on sub-item (c) was taken at the 32nd
and 37th meetings, on 11 November and 2 December 1996.  An account of
the Committee's consideration of the item is contained in the relevant
summary records (A/C.2/51/SR.32 and 37).


2.   At the 32nd meeting, on 11 November, the representative of the
Russian Federation, on behalf of Albania, Armenia, Australia, Austria,
Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria,
Canada, Croatia, the Czech Republic, Denmark, Estonia, Finland,
France, Georgia, Germany, Greece, Ireland, Italy, Japan, Kazakstan,
Kyrgyzstan, Latvia, Lithuania, Luxembourg, Mongolia, the Netherlands,
Norway, Poland, Portugal, the Republic of Korea, the Republic of
Moldova, Romania, the Russian Federation, Slovakia, Slovenia, Spain,
Sweden, Tajikistan, the former Yugoslav Republic of Macedonia,
Ukraine, the United Kingdom of Great Britain and Northern Ireland, the
United States of America and Uzbekistan, subsequently joined by
Argentina and Israel, introduced a draft resolution entitled
"Integration of the economies in transition into the world economy"

3.   At the 37th meeting, on 2 December, the Vice-Chairman of the
Committee, Mr. Mohammad Reza Hadji Karim Djabbary (Islamic Republic of
Iran), informed the Committee of the following revisions to the draft
resolution agreed upon on the basis of informal consultations:

     (a) At the end of the last preambular paragraph, the words "in
accordance with multilateral trading agreements" were added;

     (b) In operative paragraph 2, after the words "provide policy
advice and technical assistance", the words "within existing
resources" were deleted.

4.   The Committee was informed that there were no programme budget
implications for the draft resolution, as orally revised.

5.   At the same meeting, the Committee adopted draft resolution
A/C.2/51/L.17, as orally revised (see para. 7).

6.   After the adoption of the draft resolution, statements were made
by the representatives of Brazil and the Russian Federation (see


7.   The Second Committee recommends to the General Assembly the
adoption of the following draft resolution:

              Integration of the economies in transition into the
                                 world economy

     The General Assembly,

     Reaffirming its resolutions 47/187 of 22 December 1992, 48/181 of
21 December 1993 and 49/106 of 19 December 1994,

     Reaffirming also the need for the full integration of the
countries with economies in transition into the world economy,

     Noting the progress made in these countries in achieving
macroeconomic stabilization in the course of structural reforms, which
require more active investment policies,

     Noting also the aspiration of the countries with economies in
transition towards the further development of regional and
interregional cooperation,

     Recognizing the need for ensuring favourable conditions for market
access of exports from these countries, in accordance with
multilateral trading agreements,

     1.  Takes note of the report of the Secretary-General on the
integration of the economies in transition into the world economy; 1/

     2.  Welcomes the measures undertaken by the organizations of the
United Nations system to implement General Assembly resolution 49/106
on the integration of the economies in transition into the world
economy, and calls upon those organizations to continue to conduct
analytical activities and to provide policy advice and technical
assistance to the economies in transition on the social and political
framework for economic and market reforms, in particular in regard to
the development of the necessary conditions for attracting foreign

     3.  Requests the Secretary-General to submit a report on the
implementation of the present resolution to the General Assembly at
its fifty-third session.
