                                   Addendum


1.   In addition to the cooperation between the United Nations and the
Organization for Security and Cooperation in Europe (OSCE) already
described in the report of the Secretary-General (A/51/489), it should
be mentioned that the United Nations High Commissioner for Human
Rights has been in contact with OSCE regarding the situations in
Latvia and Estonia, where OSCE maintains offices.  These contacts were
established in connection with General Assembly resolution 48/155 of
20 December 1993 and Assembly decision 50/465 of 22 December 1995, as
well as in connection with an analysis of institutional structures in
Latvia carried out by the High Commissioner's adviser on human rights
institutions in the framework of a technical cooperation project. 
Additionally, the High Commissioner has been in contact with OSCE
regarding technical cooperation activities in the Republic of Moldova.
