PROMOTION AND PROTECTION OF THE RIGHTS OF CHILDREN
Status of the Convention on the Rights of the Child
Report of the Secretary-General
1. The General Assembly, by its resolution 44/25 of 20 November 1989,
adopted the Convention on the Rights of the Child. The Convention was opened
for signature in New York on 26 January 1990 and entered into force on
2 September 1990, the thirtieth day after the deposit with the Secretary-
General of the twentieth instrument of ratification or accession.
2. By its resolution 49/211 of 23 December 1994, the General Assembly urged
all States that had not done so to sign, ratify or accede to the Convention as
a matter of priority, with a view to reaching universal ratification by 1995;
emphasized the importance of the full implementation by States parties of the
provisions of the Convention; approved the recommendation to increase to three
the number of annual sessions of the Committee as from 1995, as well as the
number of sessions of the pre-sessional working group; and requested the
Secretary-General to submit to the Assembly at its fifty-first session a
report on the status of the Convention.
3. By its resolution 50/153 of 21 December 1995, the General Assembly
called upon States parties to ensure that the education of the child shall be
carried out in accordance with article 29 of the Convention, and also called
upon States parties, in accordance with their obligations under article 42, to
make the principles and provisions of the Convention widely known to adults
and children alike.
4. The Commission on Human Rights, at its fifty-second session, adopted
resolution 1996/85 of 24 April 1996, in which it took note with appreciation
of the constructive role of the Committee on the Rights of the Child in
creating awareness of the principles and provisions of the Convention and in
providing recommendations to States parties on its implementation; requested
bodies and organs of the United Nations and encouraged States parties,
intergovernmental and non-governmental organizations, the media and the
community at large to intensify their efforts to disseminate information on
the Convention, promote understanding of it and assist States parties in its
implementation; and recommended that special rapporteurs, special
representatives and working groups of the Commission and its Subcommission on
Prevention of Discrimination and Protection of Minorities take into account
the work of the Committee on the Rights of the Child; requested the working
groups on draft optional protocols to the Convention respectively on the
involvement of children in armed conflicts and on the sale of children, child
prostitution and child pornography to meet each for a period of two weeks, or
less if possible, prior to the fifty-third session of the Commission to pursue
their mandates; urged Governments to continue actively to seek comprehensive
solutions to the problems of street children; urged all States to eliminate
all forms of discrimination against the girl child; urged Governments to pay
particular attention to the situation of refugee and internally displaced
children; and requested the Secretary-General to submit a report on the status
of the Convention to the Commission at its fifty-third session.
5. As at 15 August 1996, the Convention had been ratified or acceded to by
187 States. In addition, two States had signed the Convention. The list of
States that have signed, ratified or acceded to the Convention, as well as the
dates of their signature, ratification or accession, is contained in the annex
to the present report.
6. The fifth meeting of the States parties to the Convention was convened
by the Secretary-General at United Nations Headquarters on 21 February 1995
for the purpose of electing five members of the Committee to replace those
whose terms were due to expire. The following experts were elected or
re-elected for the period 1995-1999:

Mr. Thomas Hammarberg (Sweden)
Mrs. Judith Karp (Israel)
Mr. Youri Kolosov (Russian Federation)
Ms. Sandra Prunella Mason (Barbados).
7. On 12 December 1995, the Conference of States Parties to the Convention
adopted an amendment to article 43 increasing to 18 experts the membership of
the Committee. This amendment, which was further approved by the General
Assembly in its resolution 50/155 of 21 December 1995, will enter into force
once it has been accepted by a two-thirds majority of States parties.
8. The Committee on the Rights of the Child held its seventh, eighth,
ninth, tenth, eleventh and twelfth sessions at the United Nations Office at
Geneva from 26 September to 14 October 1994, 9 to 27 January 1995, 22 May to
9 June 1995, 30 October to 17 November 1995, 8 to 26 January 1996 and 20 May
to 7 June 1996 respectively. In accordance with article 44, paragraph 5, of
the Convention, the Committee submitted its biennial report, covering the
activities of the Committee at its sixth to eleventh sessions, to the General
Assembly at its fifty-first session. 1/
