Fiftieth session Agenda item 108 INTERNATIONAL DRUG CONTROL Implementation of General Assembly resolution 48/12 Report of the Secretary-General 1. The high-level plenary meetings on international cooperation in drug control, held during the forty-eighth session of the General Assembly, concluded with the adoption of Assembly resolution 48/12 of 28 October 1993. In that resolution, the Assembly, underlining the role of the Commission on Narcotic Drugs as the principal United Nations policy-making body on drug control issues, requested the Commission, with the support of the United Nations International Drug Control Programme (UNDCP) and in cooperation with the International Narcotics Control Board, to monitor and evaluate action at the national and international level in implementing the international drug control instruments, with a view to identifying areas of satisfactory progress and weakness, and to recommend to the Economic and Social Council in 1995 appropriate adjustments of drug control activities whenever required. The Assembly also requested the Commission and the Council, with the assistance of UNDCP and the International Narcotics Control Board, to consider and make recommendations on several drug control issues. The Assembly invited the Commission to take the necessary measures to implement the resolution, including consideration of the convening of an ad hoc expert group to contribute to the examination of the issues and to the identification of concrete action-oriented recommendations, and to report on its findings to the Assembly at its fiftieth session, through the Council. 2. The Commission on Narcotic Drugs, at its thirty-seventh session, adopted resolution 3 (XXXVII), entitled "Measures to strengthen international cooperation against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities, 1/ in which it determined the methodology to be followed in the implementation of General Assembly resolution 48/12. In accordance with that resolution, the Executive Director of UNDCP convened an ad hoc intergovernmental advisory group at Vienna from 29 August to 2 September and from 14 to 95-29025 (E) 031095/... *9529025* 18 November 1994. His report on the implementation of General Assembly resolution 48/12 (E/CN.7/1995/14), which, inter alia, reflected the deliberations of that group, was submitted to the Commission at its thirtyeighth session. 3. At its thirty-eighth session, the Commission on Narcotic Drugs adopted resolution 13 (XXXVIII), entitled "Status of international cooperation against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances". 2/ In that resolution, the Commission invited States and relevant bodies to give due consideration to the recommendations contained in the report of the Executive Director on the implementation of General Assembly resolution 48/12 and requested Member States to review their implementation and inform the Executive Director of their findings before 1 December 1995. In addition, the Commission requested the Executive Director to further elaborate and refine the recommendations and to submit them to the Commission at its thirty- ninth session. It invited UNDCP to consider applying those recommendations that could be implemented within the framework of existing resources and current mandates. The Commission, on an interim basis, reported to the Council in 1995 and will report to the General Assembly at its fiftyfirst session, through the Council in 1996.
