Letter dated 23 August 1995 from the Permanent Representative of
Spain to the United Nations addressed to the Secretary-General


  I have the honour to bring to  your attention the text of  the Declaration
by the Presidency on behalf of the European Union, dated 22 August 1995,  on
the terrorist attack carried out on Monday, 21 August, in Jerusalem.

  I should be grateful  if you would have  the text  of this letter and  its
annex  circulated as a  document of  the General Assembly, under  item 44 of
the provisional agenda, and of the Security Council.

DECLARATION BY THE PRESIDENCY ON BEHALF OF THE EUROPEAN UNION
ON THE TERRORIST ATTACK IN JERUSALEM ON 21 AUGUST 1995

(Brussels, 22 August 1995)


  The  European Union  strongly condemns  the attack  carried  out yesterday
against  a bus in Jerusalem, in which, according  to information received so
far, five people have died and many have been wounded.

  The  European Union wishes  to express  its most  heartfelt condolences to
the victims' families and to the Israeli Government and people.

  Whilst it  expresses once again its complete and utter  repudiation of all
acts  of violence  aimed at  undermining  the  ongoing negotiations  for the
interim  agreement  between  Israel  and  the  Palestinian  authority,   the
European Union reaffirms its  commitment to the  peace process and calls  on
the parties  involved to continue  to demonstrate their courageous political
will  to bring about the victory of peace over  the violence of the minority
groups which oppose it.
