Funding options and modalities for financing operational activities for development of the United Nations system - Report of the Secretary-General

Description:The present report responds to paragraph 24 of GA resolution 59/250 of 17 December 2004, which requested the Secretary-General to submit to the Assembly through the substantive session of ECOSOC in 2005 a report, which would explore the various funding options for increasing financing for operational activities of the UN system, examining ways to enhance the predictability, long-term stability and adequacy of funding for the UN system?s development cooperation, while preserving the advantages of the current funding modalities. It complements the report of the Secretary-General on the ?Comprehensive statistical data on operational activities for development for 2003? (document E/2005/57-A/60/74). The present report does not address funding of individual agencies. Rather, it is intended to stimulate debate on funding modalities for the operational activities of the system as a whole, as a key component of the overall effort to further the implementation of the global development agenda emerging from UN conferences and summits, to which the September 2005 Summit is expected to impart new momentum.
