On 17 December, 2004, the General Assembly adopted, without a vote, resolution 59/92 entitled “Information on confidence-building measures in the field of conventional arms”. In that resolution, the Assembly recognized the contribution that confidence-building measures (CBMs) in the field of conventional arms, based on the initiative and with the agreement of the States concerned, could make towards improving the overall international peace and security situation. It also recognized that a mutually reinforcing relationship exists between the development of CBMs in the field of conventional arms and the international security environment and that such CBMs could play an important role towards creating favorable conditions for progress in the field of disarmament. |
The resolution welcomed all CBMs in the field of conventional arms already undertaken by Member States as well as the information on such measures voluntarily provided by them. It also encouraged Member States to continue to adopt such CBMs and to engage in a dialogue to facilitate further progress in this field. |

In particular, the resolution requested the Secretary-General to establish, with the financial support of States in a position to do so, an electronic database containing information provided by Member States and to assist them, at their request, in the organization of seminars, courses and workshops aimed at enhancing the knowledge of new developments in this field.
