Sub-commission on the Promotion and Protection of Human Rights:
The prevention of human rights violations committed with small arms and light weapons
At its 21st meeting, on 13 August 2003, the Sub-Commission on the Promotion and Protection of Human Rights, recalling its resolution 2002/25 of 14 August 2002 and welcoming the preliminary report of the Special Rapporteur, Barbara Frey (E/CN.4/Sub.2/2003/29), decided, without a vote, to request the Secretary-General to transmit a questionnaire elaborated by the Special Rapporteur to Governments, national human rights institutions and non-governmental organizations to solicit information required in connection with her study, in particular on the national laws and training programmes used to implement the Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, in order that the Special Rapporteur may take them fully into account in preparing her progress report for the fifty-sixth session of the Sub-Commission.
The Sub-Commission, taking note of Commission on Human Rights resolution 2003/59 of 24 April 2003, also decided to recommend the following draft decision to the Commission for adoption:

The Commission on Human Rights, taking note of decision 2003/105 of 13 August 2003 of the Sub-Commission on the Promotion and Protection of Human Rights and recalling its own decision 2003/112 of 25 April 2003, decided to approve the request of the Sub-Commission to the Secretary-General to transmit a questionnaire elaborated by the Special Rapporteur to Governments, national human rights institutions and non-governmental organizations to solicit information required in connection with the study, in particular on the national laws and training programmes used to implement the Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, in order that the Special Rapporteur may take them fully into account in preparing her progress report for the fifty-sixth session of the Sub-Commission.
