Role of disarmament, non-proliferation examined in
Princeton lecture

On 28 November, UN Secretary-General Kofi Annan addressed the Woodrow Wilson School of Public and International Affairs at Princeton University, on the danger of nuclear weapons. The speech represents a major statement of the Secretary-General on disarmament and non-proliferation as he concludes his career at the United Nations.

Biological Weapons Convention (BWC) Review

The States Parties to the BWC met for the Sixth Review Conference in Geneva from 20 November to 8 December to review the articles of the 1975 Convention. The Conference adopted a final consensus declaration and took decisions and recommendations on various issues, including the creation of an Implementation Support Unit, an intersessional work programme for 2007-2010, Confidence-Building Measures, and the promotion of universalization. Resolution on an international Arms Trade Treaty

On 6 December, the General Assembly adopted by overwhelming majority resolution 61/89 initiating a formal process towards an international arms trade treaty. The Secretary-General will first seek the views of Member States on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms and will establish a group of governmental experts on the issue in 2008. Certain Conventional Weapons (CCW) Review
concludes with Final Declaration

The Third Review Conference of the High Contracting Parties to the CCW met in Geneva from 7 to 17 November 2006. The Review Conference adopted a Final Declaration [LINK to CCW/CONF.III/11] with annexes that included a Declaration on the Occasion of the Entry into force of the Protocol on Explosive Remnants of War (Protocol V), the Plan of Action to Promote Universality of the Convention, the Decision on a Compliance Mechanism Applicable to the Convention and its Final Declaration.

Ghana and Lima host two 1540 outreach events

The 1540 Committee held two outreach events on “Implementing United Nations Security Council Resolution 1540” in Africa (Ghana, 9 to10 November) and in Latin America and the Caribbean (Lima, 27 to 28 November). Both seminars addressed the current implementation status of the resolution; its specific prohibitions; and accounting, security and the physical protection measures for nuclear, chemical and biological weapons, including related materials and means of delivery.

Fifth United Nations-Republic of Korea Joint Conference

The fifth United Nations – Republic of Korea Joint Conference was held on Jeju Island from 13 to15 December 2006. The Conference entitled “Beyond the stalemate: Revitalizing efforts to curb the proliferation of weapons of mass destruction and their means of delivery” addressed threats and challenges to the disarmament and non-proliferation regime from a global perspective, as well as in the regional context of Northeast Asia.
