Minimizing Delays in Contract Approval

Information necessary for assessment of applications relative to Security Council resolution 1409 (2002) and the Goods Review List (GRL)

Apart from the reasons why a registration may be refused, one of the main reasons for delays in the approval of an application is the absence of sufficient technical information for the review mandated to the United Nations experts by the relevant Security Council resolutions. The following text represents a guideline to suppliers to facilitate the provision of the relevant information. Two main types of information are required:

1. Technical Information

This type of information is essential for the assessment by UN experts as to whether goods specified in applications submitted under the "oil for food programme" (986 applications) are on the Goods Review List (GRL) of items with potential "dual use". Such assessment is mandatory before the next processing step. However, the UN Secretariat will not be able to complete this assessment unless sufficient technical information is submitted with the application. The information in this section provides guidelines as to what type of information is required for a variety of items. Provision of sufficient technical information with the application form may substantively reduce the time required to process applications and, ultimately, the application's approval as it may eliminate the need for UN experts to request that suppliers provide such technical information at later processing stages. However, the requirements cited here are only indicative of the type of information that may be needed and are not exhaustive. The UN Secretariat may request additional technical information during the review of applications by UNMOVIC and IAEA experts in order to make the GRL assessment.*

2. End-use/User Information

Although general end-use/user information must be entered in boxes 13 and 14 of the Application Form, more detailed end-use/user information may be required for items identified by the UN experts as GRL items in cases when such items are referred to the 661 Committee for approval. The information in this section provides guidelines regarding the preparation of end-use/user information. Provision of detailed end-use/user information may facilitate approval of GRL items when referred to the 661 Committee for a decision as to whether such items may be considered for export and supply to Iraq. Conversely, the lack of detailed end-use/user information may result in delay in the approval, or even rejection, of GRL items.

Failure to provide information for the above items in the requested format may result in refusal by OIP to register applications and issue a Comm. number, as specified in the Guidelines for Completion of Applications.
