Oil-for-Food Background Information

 

Update for the period 28 August to 3 September 

During the week to 3 September 1999, Iraq exported a total of 18.8 million barrels of crude oil for an estimated revenue of $351 million dollars. Since oil exports under Phase VI began on 1 June there have been 204.1 million barrels exported for an estimated revenue of $3.486 billion. To date, about 44 per cent of loadings have been made at Ceyhan.

The Security Council's 661 Committee approved one additional contract for the export of Iraqi bringing the total approved to 79 contracts were approved with a total volume of 372.5 million barrels (207.3m Basrah Light, 165.2m Kirkuk).

The Office of the Iraq Programme has now received 281 contracts for humanitarian supplies worth $828.9 million under Phase VI. Of the 114 contracts circulated to the Security Council's 661 Committee, 83 worth $410.7 million have been approved and six, worth $8.3 million, have been put on hold.

So far $1.559 billion worth of contracts for humanitarian supplies have been approved under Phase IV and $1.411 billion under Phase V. There are $43.78 million dollars worth of humanitarian supplies on hold in Phase IV and $294.85 million on hold in Phase V.

The 661 Committee has approved $244.57 million worth of oil spare parts and equipment in Phase IV and put $41 million on hold. For Phase V, $107 million in oil sector equipment has been approved and $81.38 million is currently on hold. On 1 September 1999, the Office of the Iraq Programme received a French contract for 1,500 tonnes therapeutic milk. This application now completes the $9.48 million allocated for targeted nutrition in Phase IV, comprising the purchase of 4,800 tonnes of high protein biscuits and 1,500 tonnes of therapeutic milk. Phase IV commenced on 30 May, 1998 and ended on 24 November 1998.

One contract for high protein biscuits was approved in March and the second on 30 August. However, to date there have been no deliveries in Iraq of either high protein biscuits or therapeutic milk and the OIP has received no contracts for the purchase of these humanitarian supplies under the terms of either phases V or phase VI.

Other supplies purchased under the programme continue to arrive normally: Arrivals over the past two weeks included: tea, cooking oil, iodized salt, antibiotics, vaccines, oral rehydration salts, electric water pumps and irrigation equipment, machinery spare parts and power station equipment.
