Oil-for-Food Background Information

 

Weekly Update #2 for Phase Six

The first oil exported from Iraq under the terms of Security Council resolution 1242 (1999) was lifted from the port of Ceyhan on 1 June. In the week to 4 June Iraq exported a total of 5.4 million barrels in five loadings with an estimated value of $74 million.

The oil overseers and the 661 Committee have approved a further 19 contracts for the export of Iraqi oil (see attached table). So far in Phase VI, the overseers and the 661 Committtee have approved a total of 33 contracts for the export of 197.3 million barrels of oil, (81.6 m Kirkuk and 115.7 m Basrah). Eighteen contracts are pending due to lack of supporting documents.

This week, the Secretary-General has received from the Government of Iraq the Distribution Plan for Phase VI. This will be studied over the coming days. The Distribution Plan comprises close to 2000 pages and sets out detailed proposals for spending the 53% of oil revenues available to the humanitarian programme in the centre and south of Iraq and the 13% available for the three northern governorates where the United Nations implements the programme on behalf of the Government..

Oil industry experts are currently in Iraq on behalf of the OIP to work with officials from the oil ministry on Iraq's proposals to spend the up to $300 million allocated for oil industry equipment under the terms of paragraph eight of resolution 1242 (1999). That resolution requests the Secretary-General in consultation with the Government of Iraq, to submit to the Council, by 30 June 1999, a detailed list of parts and equipment necessary to enable Iraq to increase its capacity to produce oil for export.

The 661 Committee has approved another eight contracts for the supply of oil spare parts and equipment to Iraq's oil industry bringing the total approved for Phase V to 112 worth $35.6 million. A further eight contracts were put on hold bringing the number on hold to 76 worth $47 million. In Phase IV, the Committee approved 403 contracts worth $238 million and put 85 contracts worth $27 million on hold.

In Phase V of humanitarian programme, the Committee approved another 19 contracts for a total approvals of 621 contracts worth $1.232 billion dollars. There are currently 97 contracts for humanitarian supplies on hold, worth $149 million.

Arrivals during the past week included 93 thousand tonnes of wheat, 40 thousand tonnes of rice, 23 thousand tonnes of sugar and 870 tonnes of infant formula. Other arrivals included medicines and medical equipment, examination copybooks for schools, sports equipment, a diesel forklift, power station spare parts, oil industry spares and equipment and veterinary technical publications.
