Oil-for-Food Background Information

Weekly Update for 17 to 23 April 1999
Over the past week, Iraq exported 16.1 million barrels in ten loadings
with an estimated value of 231.7 million dollars. So far during Phase V (26
November 1998 to 24 May 1999), Iraq has exported 285.8 million barrels of
oil for a total estimated revenue of $2,955 million. On average Iraq has
exported 1.92 million barrels per day for an average value of $10.34 a
barrel.
The oil overseers report that there were no new contracts for the sale of
oil approved during the week. To date the overseers and the Security
Council's 661 Committee have approved 96 contracts for the export of 357.8
million barrels of oil (198.6m Basrah Light, 159.25m Kirkuk).
In the week from 17-23 April, the OIP received 17 oil spare parts
contracts worth $4,474,346. To date, the OIP has received a total 682 oil
sector contracts with a total value of $379,924,895. The 661 Committee
approved an additional nine oil sector contracts worth $4,634,486. The total
number of oil sector contracts approved is 440 worth $252,758,096.
The 661 Committee put 19 oil sector contracts on hold last week worth
$4,067,906. At present, there are 123 oil sector contracts on hold worth
$46,574,296.
The Office of the Iraq Programme has provided the 661 Committee with an
update on the holds placed on applications for the approval of contracts for
the provision of supplies under the oil for food programme. The attached
tables show that, overall, 7.8% (by dollar value) of applications in Phase
IV are currently on hold and 5.8% in Phase V. Under the procedures of the
661 Committee any member of the Committee can place an application on hold.
The tables show a high proportion (by dollar value) of contracts on hold
in the water and sanitation sector in both Phase IV and Phase V. Three Phase
IV contracts in this sector including one for $10million were placed on hold
because of "dual use" concerns. Most of the Phase V water and
sanitation sector contracts on hold involve equipment and vehicles and are
the reason for seven of the ten holds is given as "pending further
technical evaluation.
When an application is placed on hold the OIP liaises between the
concerned Permanent and Observer Missions with a view to providing any
additional information needed to assist the Committee in making a final
decision.
Humanitarian supplies continue to arrive in Iraq. In the past week some
143,000 tonnes of wheat entered Iraq through Trebil, Umm Qasr and Al Waleed,
along with 26,132 tonnes of rice and 10,200 tonnes of cooking oil. Other
arrivals included surgical instruments, various medicines and health
supplies, power station spare parts, spares for harvesters and air
compressors, diesel engines, chlorine gas and pumps.
