One of the frequently requested types of electoral assistance involves
the provision of technical advice and assistance on the legal, technical,
administrative, and human rights aspects of organizing and conducting
democratic elections. A primary objective of United Nations technical
assistance in the electoral field is to contribute to building the
recipient country's institutional capacity to organize future democratic
elections that are less dependent on external support over time and
enjoy the confidence of contending parties and the electorate.
In responding to such requests the United Nations, through its various
subsidiary bodies and in close cooperation with the national electoral
authority of the requesting Member State, has provided technical assistance
in virtually all areas of electoral administration and planning, including
such fields as electoral systems, electoral law, election organization
and budgeting, boundary definition, voter registration, civic and
voter education, computer technology applications, logistics, procurement
of election materials, training of election officials, polling and
counting procedures, election security and fraud, electoral dispute
resolution, the coordination of international observers, etc.
In order to meet the high-level of demand for electoral assistance
of this type, the Electoral Assistance Division maintains a roster
of international experts who are able to provide specialized technical
assistance on relatively short notice to the governments and national
election management bodies of UN Member States. Such
experts may be recruited to participate in electoral missions ranging
in duration from one week to several months depending on the assistance
requirements. Experts are contracted as consultants and compensated
by the United Nations according to UN personnel regulations and practices
which take into consideration such factors as professional experience,
level of educational achievement, and seniority.
The Electoral Assistance Division is always seeking to identify qualified
persons to add to the United Nations Roster of Electoral Experts,
especially persons with relevant international experience. In this
regard, individuals with proven technical proficiency in the electoral
field who are interested in having their candidacies added to the
United Nations roster of electoral experts are encouraged to apply.
