介绍
联合国宪章 给予联合国大会通过预算(Chapter IV, Article 17)，并为秘书长及其办公室提供预算的责任。

计划文件

分摊比例

联合国大会
联合国宪章第四章第17条赋予联合国大会审议和通过预算的权利。下列机构负责预算的研究及审查：第五委员会， 管理及预算问题顾问委员会，项目及协调委员会，审计委员会, and 会费委员会。
关于预算的决议及决定通过联合国大会全体会议生成，这些决议及决定涉及到预算的计划，执行，监督及评估等各个方面。通常，联合国大会根据第五委员会的建议生成决议及决定。决议及决定反映了联合国在预算上的态度。
第五委员会
第五委员会是联合国大会六个主要委员会之一，它负责管理及预算问题。 第五委员会根据联合国宪章第四章第17条建立，1990年12月21日，联合国大会通过决议45/248 B，重申了它的职责。
第五委员会在联合国大会的主会期（9月至12月）及第二年2月和5月的续会期召开会议。其中第二个续会期主要讨论与联合国维和行动有关的管理及预算问题。委员会还可根据安理会所提出的与维和问题相关的紧急财政问题在任何一个会期中讨论。

管理及预算问题顾问委员会
管理及预算问题顾问委员会 (ACABQ)于1946年2月13日，根据联合国大会决议14 (I)号建立；并于1977年12月14日根据决议32/103号增加了成员。联合国大会(A/520/Rev.17)的议事议程中第155至157条规定了委员会的职责。这些职责包括针对拟议预算方案及联合国资金向联合国大会提供报告。
委员会提供与预算及财务相关的报告。

方案及协调委员会
方案及协调委员会 (CPC)于1962年8月3日根据经社理事会第920 (XXXIV)号决议成立，并命名为协调特别委员会。1966年8月5日，根据经社理事会第1171 (XLI)号决议，改为方案及协调委员会。委员会的授权调查范围由1976年5月14日经社理事会第2008 (LX)号决定。
CPC作为经社理事会及联合国大会的附属机构主要负责方案的设计，规划，协调及联合国项目框架下的方案项目的检查。同时协助经社理事会在协调方面的工作。委员会每年召开年会，并向联合国大会提交报告。

审计委员会
联合国审计委员会根据联合国第74 (I)号决议于1946年12月7日成立，负责对联合国及其基金和项目的外部审计，并向联合国大会报告。

会费委员会
会费委员会根据联合国第14 (I) A号于1946年2月13日建立。它负责联合国分摊经费比例的设定，向联合国大会建议新成员国的会费比例及针对拖欠会费的成员国实行第19条。联合国大会(A/520/Rev.17)议事日程的158到160条规定了委员会的职责。

预算过程注释
B预算研究在预算实施两年前开始。例如，针对2010-2011项目预算的计划文件发布于2008年，拟议预算文件发布于2009年初，在2009年12月24日，第五委员会完成其讨论并经过联合国大会通过决议（A/RES/64/244）。
文件可用性
T联合国于1993年开始发布电子版文件。1993年之前的文件大多不存在电子版。但是，联合国大会，经社理事会，安理会的决议可在联合国正式文件系统及联合国图书馆书目系统中查询。
