联合国大会于1989年12月22日通过44/236号决议，指定10月的第二个星期三为减少自然灾害国际日。在国际减少自然灾害十年（1990-1999）期间，每年都纪念减少自然灾害国际日。
2001年，大会决定继续在每年10月的第二个星期三纪念减少自然灾害国际日（56/195号决议
，12月21日），并借此在全球倡导减少自然灾害的文化，包括灾害防止、减轻和备战。
