Afghanistan United Nations Development Programme Pilot Project for Joint Civil and Voter Registry (CVR) in Afghanistan The joint civil and voter registry pilot project will lay the groundwork for a nationwide programme to be carried out in 2007/2008. The nationwide registry will allow the government to issue tamperproof national identification documents to all Afghans, which will serve as voter registration cards and enable Afghans to access a range of public services. The pilot project will be implemented in three geographically representative districts based on an agreed set of criteria.
Afghanistan Equal Access Afghanistan Human Rights & Women's Rights in the Context of Islam and Afghanistan Leadership training and support for 1200 rural Islamic and women's leaders and other decision-makers combined with an innovative dual component 52 episode radio series - 1. original programming dramatizing the lives of powerful women in Islam with discussions by influential moderate mullahs and scholars; 2. "voices from the field" including testimonies by local role models and peers speaking about the importance of recognizing and applying these rights to situations in rural Afghanistan.
Africa IPS Inter Press Service International Association Strengthening the Voice and Visibility of Women in Elections Focusing on women in African elections through linked communication activities for journalists, female candidates and women's organisations. Journalists will be mentored and commissioned to do independent electoral reporting with a strong gender lens. Female candidates and women's organisations will be trained to use the media to get their messages across. Cross-training encounters will link journalists/candidates/NGOs. A tool kit, the "iKNOW politics" and other networks will capture lessons.
Africa SADC Parliamentary Forum Electoral Reforms and the Political Participation of Women Electoral reform lobbying and advocacy by political parties that are aimed at improving the environment within which elections take place to enhance the participation of women in political and democratic governance processes. Electoral reforms strategy recognizes that on its own, observation of elections is not a guarantee for democratic electoral competition, it must be geared towards influencing the process to improve the legal and political environment in which elections are conducted.
Africa UNIFEM East Africa Office Strengthening Women's Engagement in Peace and Recovery in the GLR This project aims at the realisation of women's political empowerment, human rights and security in the Great Lakes Region of Africa, with a special focus on Rwanda, Burundi, and the Democratic Republic of Congo. In this programme, UNIFEM relies on advocacy, policy dialogue, action networks, and capacity building, to help eliminate gender inequality, insecurity, and exclusion of women.
Africa Conseil des ONG d'Appui au Développement Dialogue des sociétés civiles pour la Démocratie en Afrique de l'Ouest Les coalitions nationales d'ONG du Bénin, Burkina Faso, Guinée, Mali, Niger, Sénégal, Tchad et Togo proposent d'agir ensemble afin de promouvoir une interface entre pouvoirs publics et société civile au niveau national et régional. Le projet d'une durée de deux ans vise à renforcer la capacité d'analyse, de mobilisation et de communication des coalitions d'ONG grâce à des programmes de capitalisation et d'expertise (plaidoyer) et de renforcement institutionnel (communication et information).
Africa Inter-Parliamentary Union Role of Parliaments in Implementing UN Human Rights Treaties The project aims a) to increase parliamentarians' knowledge about human rights treaties, b) to strengthen their capacity to contribute to the preparation of country reports to the UN treaty bodies and to the implementation of their concluding observations c) to increase the number of ratifications. This project will focus on francophone African countries. This is where the need to improve compliance with the treaty body system is most acute. Key activity a) will identify six priority countries.
Arab States Arab NGO Network for Development Democratic Reforms in Arab region; Focus on Socio-Economic Processes The project is meant to be an occasion to articulate civil society visions of democratic governance and related workable strategies. It concentrates on the socio-economic reforms, which are needed to complement the processes of political reforms. Its value added is raising the awareness around social and economic rights and realities and needed reforms, contributing to building capacities of CSOs and mainstreaming the monitoring of social and economic national policies through their programs.
Arab States Non c'e' pace senza giustizia - No Peace Without Justice Strengthening BMENA Civil Society in the Democratic Process The Middle East and North Africa suffers from a lack of democracy primarily stemming from a failure to engage civil society in the political process which negatively affects development, governance, stability and relations with States. This project will focus on Yemen, Jordan and Morocco to increase civil society input in decision-making processes; reinforce the role and build the capacity of democracy advocates; and create opportunities for dialogue .
Arab States Club of Madrid Dialogue on Democratic Values in the Arab World CoM, utilising the leadership experience of its 68 Members, all democratic former Heads of State and Government, will engage civil society and official institutions to strengthen dialogue and democratic discourse in the Arab world. CoM, with local partners and UN agencies, will promote better relations between civil society and authorities by dialogues that build consensus on reforms for freedom of association, a key element in the construction of participatory democratic practice, in Jordan, Lebanon and Morocco.
Argentina Fundación Mujeres en Igualdad Organising Women Against Corruption Women in Argentina will be supported in their struggles against corruption through: Public awareness campaign about the gender-specific character and impact of corruption Journalists training Program to monitor the asset base of politicians, campaign finance, and anti-corruption position of candidates throughout 2007 election campaign; South-South exchanges in LAC to share strategies for mobilising women against corruption Support for right to information on anti-corruption work.
Armenia Eurasia Foundation Representative Office in Armenia Government, Civil Society and Media Participation Against Corruption The proposed program will o strengthen the capacities of journalists to engage in anti-corruption reporting; o strengthen the capacities of civil society organizations to monitor government spending; o strengthen the capacities of public officials to promote government transparency; and o establish a network for cooperation between the media, civil society and government on anti-corruption activities.
Asia and Pacific Commonwealth Local Government Forum Councillor Training for Local Democracy and Good Governance in South Asia This project will use the Aberdeen Agenda as a basis for the design of a series of training modules for elected councillors in the region. It will be developed by a multi-disciplinary team from the Commonwealth, and will use practical case studies from the region as far as possible. It will explore the role of the elected representative and will help councillors to understand the principles of effective local democracy and good governance and how this relates to local accountability. It will explore practical solutions for developing robust structures, tools to improve local accountability and decision making, and suggest initiatives and projects to help foster and support local democracy within the community.
Asia and Pacific The Pacific Regional Rights Resource Team Civil Society Support to Democratic Processes in 5 Pacific Island Countries This proposal is specifically seeking funding for one component of the RRRT Community Paralegal programme's refresher training which will focus on the following objectives; o the role of civil society in democratic governance o the development of local level (village / community / town) leadership codes o civic education o the role of civil society in combating corruption and increasing accountability o the role of civil society as a "watch dog" o advocacy skills o use of the media in a democracy RRRT has trained more than 300 community paralegals (CPs) in Samoa, Vanuatu, Fiji, Kiribati, Tonga Cook Islands and Solomon Islands.
Asia and Pacific UNDP Regional Centre in Bangkok Asian Young Leaders in Governance The project proposes to build on the UNDP pilot initiative for development of young governance leaders from Asia-Pacific Region. The success of the initiative in 2005 resulted in demand from countries of the region to organize national roll-outs and to customize trainings that would imbue young leaders with special skills, deepening their role in supporting good governance and strengthening country capacities to maintain momentum for democratic change.
Asia and Pacific Asia-Pacific Judicial Reform Forum Strengthening the APJRF The project will develop practical tools for judicial reform in accordance with human rights norms through a network of 49 national judiciaries in Asia Pacific. It will target low & middle income countries & those in transition to support successful country-led judicial reform programs. Direct participation by national judiciaries in the development of the tools will ensure home-grown solutions & enhanced national capacity to engage in sustainable reforms.
Bahrain The Bahrain Institute for Political Development Supporting Democratic Governace & Civic Education & Strengthening Capacity of New MPs The project will provide civic education to all sectors of society for fully participating in the democratic process of the country, organize different capacity-building programmes targeting female and male candidates running for the 2006 Municipal and Parliamentary election and assist post election phase in assisting the newly elected MPs.
Bangladesh Brotee Samaj Kallyan Sangstha Clean Candidate, Clean Election Campaign, 2006 in Bangladesh The clean election campaign is voter right to information on candidate through use of Popular Theatre, voters discussion,messages through TV fillers,voter perception study for assessing campaign impact. Objectives are give voters greater access to information especially on candidates,increase the number of 'clean' and 'competent' candidates as lawmakers,raise level of voter awareness of clean competent candidates,reduce 'corruption'and'criminalization'in politics,encourage female participation.
Benin Programme des Nations Unies pour le Développement au Bénin Appui à la mise en place d'un mécanisme de gouvernance concertée A l'issue des élections de mars 2006, le Président Boni Yayi a été élu avec plus de 75% des suffrages. Ceci traduit une aspiration des populations à une gestion des affaires publiques, privilégiant la transparence,la reddition de compte (accountability) et l'écoute.En réponse à cette aspiration, le Président a proposé la mise en place d'une gouvernance concertée et a publié la Charte de fonctionnement du Gouvernement définissant les principes cardinaux régissant l'action de son gouvernement.Le présent projet vise à soutenir cette dynamique de consolidation de la démocratie au Bénin en mettant en place un forum périodique de concertation au cours duquel les différentes composantes exprimeraient leurs préoccupations au gouvernement qui donnerait des explications et prendraient des engagements qui seraient suivies lors du forum suivant.
Bolivia International Institute for Democracy and Electoral Assistance Democratic Dialogue and Consensus Building for Constituent Assembly Through this project, IDEA and UNDP/Bolivia will promote democratic dialogue among political and social actors to facilitate consensus over the agenda of the Constituent Assembly (CA), scheduled to initiate in August 2006. This dialogue will complement and feed into the Assembly`s formal work.
Bolivia Fundación Boliviana para la Democracia Multipartidaria Bolivia, Conflicts, Communication, and Constituent Assembly The proposal relates to the constitutional process and the need to reconcile tension between ethnic and social groups in order to reach consensus on proposals for a new people oriented constitution including the voice and participation of women.
Bosnia and Herzegovina Association of Election Officials in Bosnia and Herzegovina Money and Elections AEOBiH will conduct education in all municipalities on changes and amendments to the Election Law adopted in 2006 and voter education and information campaign in order to increase voter turnout at 2008 local elections. This education will include election officials, youth and women NGOs and vulnerable groups in local communities. Also, AEOBiH will work with political parties and citizens in order to have more transparent reporting on political parties financing.
Brazil Transparência Brasil Monitoring Brazilian Legislative Houses and Representatives The project intends to establish a national-wide legislative monitoring mechanism. It will seek to institute articulated local-based groups of observers that will follow the elected representatives' votes and activities and therefore compare their actual performance to their political commitments. A series of tools, most of them builded on internet possibilities, will be developed to enhance avaliability of information to the citzenship and groups of interest on legislative performance.
Bulgaria Crime Prevention Fund - Initiatives and Civil Activities Foundation To Serve and Protect: Fostering Local Ombudsmen Elections Despite Art.21,ombudsmen are elected in only 9 of 300 municipalities.The reasons-no awareness of citizens;no media interest;no capacity of NGOs to foster elections;difficult to form majority to elect ombudsman. Proposed solutions:raising awareness among 250 000 citizens;drawing media interest from 100 national and local media;training NGOs and supporting them in implementing of 12 local advocacy campaigns; fostering election of 12 local ombudsmen;legislation initiative to improve the procedure.
Burundi Coalition de la Société Civile pour le Monitoring des Elections Campagne d'Education Civique et Electorale. L'action proposée est la Camapgne d'Education Civique et Electorale. Elle consiste à informer la population sur les droits civiques et la sensibiliser sur les systèmes électoraux. Elle consiste également à informer et à former tous les acteurs du processus électoral au Burundi tels que les organisations non gouvernementales, les médias, les élèves,les corps de sécurité et les partis poliques, pour que chacun en ce qui le concerne soit informé de sa contribution à l'amélioration de la qualité de la tenue des élections. Elle consiste aussi à sensibiliser les juristes, les parlementaires à la mise en place des textes permettant aux partis politiques et aux groupes défavorisés, l'accès à la vie politique. A partir des lacunes observées lors du précédent processus électoral, trouver des thèmes de formation pour l'amélioration des élections à venir.
Burundi Union Interparlementaire Soutien aux femmes parlementaires du Burundi Les femmes siégeant au parlement burundais sont majoritairement nouvellement élues et manquent d'expérience. Le projet vise à: (1) renforcer les capacités des femmes parlementaires afin qu'elles participent pleinement à la gestion des affaires publiques; (2) renforcer les capacités du parlement en ce qui concerne les questions relatives à l'égalité entre les sexes; (3) développer un espace de dialogue pour les femmes parlementaires entre elles et avec les autres acteurs de la société civile.
Cambodia Committee to Promote Women's Political Participation Promoting Women in Democratic Decision-Making in Cambodia Commune elections will be held in 2007, and general elections in 2008. This project aims to increase the numbers of women candidates running for local government seats, and to build their capacity, once in office, to influence policy-making and local spending decisions. Women in public office will be supported by better networking and mobilisation of women in civil society around a gender equality policy agenda.
Chile United Nations Development Programme, Country Office Chile Chilean Initiative for the Reform of the Binominal Electoral System To support a process of dialogue and consensus building on reform of the electoral system among government, political parties, parliament and civil society. Through learning from best practices, consultation at local levels, and training and dissemination activities, the project seeks to support the development of an electoral system that is more inclusive of Chilean society, enhancing the political participation of marginalized groups.
Chile Facultad Latinoamericana de Ciencias Sociales - Sede Chile The Gender Equality "Social Watch": Following Bachelet's Government The Gender Equality Social Watch will strengthen civil society and support democracy through the follow up and monitoring of Bachelet's government, focusing on her commitments with gender equality and women's rights. The program will strengthen women citizenship and influence policy making. It will take advantage of having a woman President, with a government with equal representation, and a commitment with gender equality, to combat Chilean women's historical exclusion and inequality.
Colombia Grupo Promotor Reforma Política (NGOs,Universities,UN Secretariat) National Dialogue for the Development of the Political Reform The project aims at building a national consensus around the institutional reforms to strengthen the political system in Colombia. Reforms include: Electoral and Parliamentary Groups Laws in the short term and a series of other subjects in the next years. These measures should be supported on a wide consensus with political parties, academy experts, political world, civil society, international organizations, and grass roots organizations in the local level (women, youth, vulnerable population).
Costa Rica Omar Dengo Foundation Democracy Builders: Youth Capacities for Active Citizenship The project aims at developing youth capacities for active and democratic citizenship, pro-social identity building and personal fulfilment. It articulates efforts of the Ministry of Public Education (MEP), FOD, the Electoral Tribunal, UNICEF and UNDP and addresses the design and validation of an educational proposal oriented to enrich the civic education curriculum and the student government activities at high school level with an innovative pedagogical approach based on experiential learning.

Croatia United Nations Development Programme Capacity Building of the State Election Commission in Croatia During Croatia's fifteen years of independence, the State Election Commission has not been a permanent body. It was established as an ad hoc institution and was active two months before every election and one month after. Recently, the Parliament passed a law on the State Election Commission establishing it as a permanent body (NN 44/06). This project would provide technical assistance in developing the newly founded State Election Commission.
Democratic Republic of the Congo Femmes Africa Solidarite Building Democratic Institutions through Gender Equality in DRC The project will undertake a series of training of women and men from the parliament, government, civil society, media as well as private sector on issues pertaining to human rights, democratic governance, rule of law, leadership with a particular emphasis on Women Human Rights issues, using the Protocol on Women Human rights in Africa, and the Solemn Declaration on the Gender Equality in Africa and international legal instruments (UN Res. 1325). El Salvador Fundación para el Desarollo Económico y Social and UNDP Strengthening Dialogue and Democratic Institutions in El Salvador Based on the study, The Democratic Institutions in El Salvador: Assessment and Strengthening Plan, the project will advocate institutional reforms through a threefold strategy: 1)dialogue involving political actors, civil society and government 2)debate and consensus building activities aimed at raising awareness and promoting democratic culture among the general public, with emphasis on marginalized groups 3)technical assistance, including specialized research on issues raised by the study.
Europe Center for Investigative Reporting - Bosnia and Herzegovina Transnational Crime and Corruption Reporting Program We propose a regional capacity-building program to help investigative reporters and reporting organizations tackle transnational organized crime. Our belief is that organized crime works across borders and so must journalists trying to combat it. The program will tie existing centers and reporters in the region together to increase capacity, provide protection, raise standards and improve quality and depth of our work. The work will be directed by internationally respected editors.
Europe Global Rights - Partners for Justice Promote Democratic Practices in the Balkans Global Rights will undertake this joint project in collaboration with local partners in Bosnia-Herzegovina, Croatia and Serbia-Montenegro, namely the Helsinki Committee for Human Rights, BaBe, and the Voice of Difference. Focusing in substantive terms on domestic implementation of the EU anti-discrimination directives and designed to promote legislative transparency, government accountability, and citizen engagement with government policymaking in three Balkan countries, this project will promote democratic practices throughout the Balkan region. This project will include three countries of the Balkans - Bosnia-Herzegovina (BiH), Croatia, and Serbia-Montenegro.
Europe Geneva Centre for the Democratic Control of Armed Forces Capacity Building in East and South East European Parliaments. East and South East European (ESEE) parliaments are pressed to pass terrorism, security and defence related legislation vital to Euro-Atlantic integration. At the same time, they lack access to relevant policy expertise. DCAF aims to strengthen the oversight of security policy by helping parliaments employ and train local staff experts for their security committees. DCAF will also form a regional network of the security committee staffers to foster cooperation between regional parliaments.
Gambia United Nations Devcelopment Programme Support to Capacity Building of Mass Media The promotion of good goverance and protection of human rights form major crux of UNDP's intervention in the Gambia. Primary in this regard is the presence of a vibrant, professional and well-equipped media. The project therefore essentially aims to support media as a means to engendering civic awareness, promote popular participation and make both the Government, civil society and development partners accountable to the people.
Georgia Caucasus Institute for Peace, Democracy, and Development Supporting Ethnic Minorities for Democratic Political Participation The project contributes to civic integration of ethnic minorities in the southern Georgia. It supports the target group population for resorting to their electoral rights effectively. This will be achieved through the state language teaching, civic education, voter education, and political parties' capacity building.
Ghana Centre for Public Interest Law (CEPIL) Promotion and Protection of Fundamental Human Rights and Freedoms in Ghana CEPIL seeks funding from UNDEF to undertake a project for the promotion and protection of human rights and fundamental freedoms through legislative advocacy, capacity building and public interest litigation initiatives in Ghana. Specifically, CEPIL will use the funds to expand access to justice for the poor and marginalized groups and individuals through the provision of legal representation,the evolvement of innovative public interest strategies to hold public and private actors accountable.
Global IFES, Inc. Achieving Consensus: Global Standards for Political Finance IFES is assembling a global coalition of academics, experts, and practitioners in political finance to develop a set of global standards that clarify and define article 7 (3) of the UN Convention against Corruption dealing with political finance. The standards will be based on the Conventions language and an emerging set of global best-practices. IFES and its partners will then launch Agenda 2008 to encourage countries to incorporate the standards into their legislation and practice.
Global National Democratic Institute for International Affairs International Knowledge Network of Women in Politics (iKNOW Politics) iKNOW Politics offers women political activists an interactive web-based platform featuring access to experts, practitioners and research on women in politics; mediated discussion forums and information exchanges to facilitate the creation of new knowledge networks; and opportunities and tools that allow women to share experiences, lessons learned, and best practices. The outcome of the project will be a cadre of more informed, skilled and effective women participating in political life.
Global United Nations Development Programme - Democratic Governance Group ACE Electoral Knowledge Network-Regional Resource Centers and Capacity The Project addresses 2 of 4 components of the "ACE Electoral Knowledge Network", which aims to promote more professional and sustainable administration of elections through the creation of an electoral knowledge network centred on knowledge services, information networking, regional resource centers, and capacity development. This project focuses on the latter two-namely, creation and sustenance of regional resource centers and launching of a capacity development facility in Southern Africa.
Global Council for a Community of Democracies Building a Global Civil Society Network for Democracy Our goal is to develop extensive regional networks constituting a constituency for the ISC to strengthen the role that civil society plays in the CD. Those networks will be built at regional conferences held over the course of 12 months in Africa, Asia, the Americas, Europe and the Middle East. Each conference will identify issues and propose actions for the CD's Convening Group and the 2007 Bamako Ministerial Conference.
Global International Centre for Democratic Transition Sustainable Democracy: Protecting the Rights of Vulnerable Groups Sustainable democratization can be achieved only if the rights of all who are affected by the transition are ensured in the long-term. This project aims at strengthening the involvement of marginalized groups in both the transition process and the functioning of democracy through introducing legal institutions and mechanisms to protect their rights. The project aims at transmitting the experiences of the Central and Eastern European countries to the target countries (Haiti, Liberia, Mali, Mongolia, Morocco, Ukraine) through conferences, workshops and site visits.
Global Conectas Direitos Humanos Strengthening the Voice and Impact of Southern Human Rights Advocates The project aims to break down barriers - geographic, thematic, linguistic and vocational - that undermine collaboration among Global South HR advocates. To strengthen their in-country work, and their collective voice and impact, it provides a one-of-a-kind forum for activists and scholars working in Latin America, Africa, and Asia to overcome their isolation, build their professional capacity, develop their knowledge, share their experiences, challenge orthodoxies, and develop shared agendas.
Global United Nations Office on Drugs and Crime Implementing the Convention Against Corruption in Emerging Democracies The project aims at assisting countries in implementing normative measures to control corruption in line with the UN Convention against Corruption. It will be geared towards supporting emerging democracies, such as Liberia and Sierra Leone in becoming parties to the Convention and/or meeting their obligations as such. The planned activities will complement ongoing governance activities by focusing on the normative aspects where UNODC as the custodian of the Convention has unique expertise.
Global Oslo Governance Centre Communication for Empowerment This project seeks to support enhanced participation of poor and disadvantaged groups in national development processes in five LDCs in Africa and Asia. It is anchored in the belief that one of the most serious problems facing often new and fragile democratic systems in many resource poor countries is the lack of inclusion and participation of poor and vulnerable groups in society. Their inclusion is hampered by, among other factors, lack of information available on issues that shape their lives made available in forms that are appropriate to them, and a lack of capacity to communicate their perspectives into public and policy debate.
Guatemala Centro de Investigaciones Regionales de Mesoamerica National Campaign for Interethnic Dialogue: Our Diversity is Our Strength CIRMA requests support to launch a final five-year effort of the National Campaign for Interethnic Dialogue: Our Diversity is Our Strength!" to directly engage over 20% of Guatemala's students in intensive learning about the entrenched racism against indigenous people (50% of the population) through an innovative and proven interactive exposition and dialogue process, and production and insertion of a teaching package on the subject into the national curriculum for all Guatemalan students.
Guatemala United Nations System in Guatemala Furthering Participatory Democracy and Democratic Dialogue Within the Guatemalan emerging democracy, the project will enhance community participation, contribute to local governance and human rights respect by supporting dialogue spaces at municipal level and strengthen technical capacities of local actors that enable civil society and state institutions interact to tackle the problems posed by violence that severely affect marginalized and vulnerable social groups, state legitimacy and democratic consolidation with a focus on violence prevention.

Iraq IREX Europe Building a Sustainable Independent Nationwide News Agency for Iraq The project will diversify the news available to Iraqis by enabling the new independent National Iraqi News Agency (NINA) to open reporting offices in nine governorates, supporting the key component of democracy represented by independent media. The project will allow regular reporting on Iraq's ethnic communities, employ more female journalists to foster gender coverage, and establish a national communications network to deliver objective and professional news to local media outlets.
Iraq People in Need Community Conversations: Empowering Democractic Dialogue in Iraq This project will empower 20 CSOs in Basra, Missan and Thi-Qar provinces, Iraq to become community facilitators and the partners of local government in developing democratic dialogue. 120 community meetings, trainings, seminars and workshops for both CSOs and local government representatives will be held. The project will use Central European experience with democratic transformation to bridge the gap between citizens and government in Iraq through the empowerment of CSOs.

Nigeria National Human Rights Commission of Nigeria Monitoring the Role of Sercurity Personnel in the 2007 General Election Project Summary The 1999 and 2003 general elections in Nigeria were rigged and lacked credibility. The monitoring by civil society did not cover state actors. The police, army and state security officials were used to rig elections. Civil society monitors don't have the capacity to monitor the activities of these agencies. The Commission as a government body has the capacity to monitor this aspect of elections and can institute appropriate legal actions.

There is no another as complicated region in Russia requiring non-trivial means for unraveling social, national and political situation. Proposed project is directed at normalizing situation at North Caucasus from the point of view of developing the institution of democratic election in the region.
Russian Federation United Nations Development Programme in the Russian Federation Russia's Official and Civil Society Action Against Corruption- ROCSAAC Following the ratification by the Russian Federation of the UN Convention against Corruption in February 2006, the project aims to respond to the call of the Government of the Russian Federation and support the initiative of the official and civil society of Russia in developing a systemic set of measures to prevent corruption. The project puts a strong emphasis on the role of civil society in supporting the state in ensuring a sustainable rights-based approach to the prevention of corrupt practices. The project covers both federal and regional levels with North Caucasus being the major regional site. The project will focus on five main activities: public opinion survey on corruption, capacity development for civil servants, a pilot one-stop-shop facility, creation of a nation-wide network to fight corruption, a small grants facility for outstanding initiatives against corruption, and educating of right-holders and duty-bearers.
Rwanda Ombudsman Office Capacity Building for the Ombudsman Office OO was established in 2004 to monitor good governance, and has since taken an active role in investigating and exposing cases of corruption and has also taken a strong stand in requiring Officials to declare their wealth. It has played a significant role in assisting the marginalized people and citizens in rural areas to seek redress from social and economic injustices. The OO remains challenged with deficient structural and human capacity and this project is for building the capacity of the OO.

Sierra Leone Journalists for Human Rights Democracy, Human Rights and Media in Sierra Leone JHR's project in Sierra Leone will build the capacity of the local media to report more effectively, bolstering the media's ability to act as a medium of human rights and democratic information. Based on a local needs assessment conducted by JHR's staff and local partners, the project will work with a number of local media organizations and journalism schools to establish a sustainable tradition of fair and accurate human rights and democracy reporting throughout Sierra Leone.

Sudan Care International in Sudan Engendering Democracy and promotion of women's political participation The project seeks to ensure a strong representative group of women at the state policy level who are truly representative of the Sudanese women and proactive in representing the priority issues that most concern women: these issues are:1- Return and reintegration issues affecting girls and female headed households.2- Political representation of women in decision making to ensure the 25% agreed in the CPA are realized.3- Gender sensitive policies that help in ensuring gender equity in Sudan.
Tajikistan Khoma The Forth Power Needs Protection Khoma, a Public Association, aims to establish a network of lawyers and legal experts to defend the interests of independent media in Tajikistan. The lawyers will analyze media laws and the educate journalists and other concerned individuals: o on legal issues pertinent to their work, o on managing organizations' personnel-related issues according to Tajik law, o on the timely and appropriate use of the judicial system to defend the interests of independent media.
Thailand Highland People Task Force , c/o Inter Mountain Peoples Education Promotion and Protection on Human Rights of Indigenous and highland et The project aims at promoting and protecting human rights of indigenous and highland ethnic people, who are marginalized and are one of the vulnerable groups in Thailand. The basic human rights of the indigenous and highland ethnic people in Thailand have been violated for long time. The human rights situation has continuously deteriorated and has been leading to further violations of rights. The various forms of human right violations that indigenous and highland ethnic people are continuously facing are ethnic discrimination, negative attitudes against indigenous and highland ethnic people, being held entirely responsible for deforestation, illegally entering into Thailand, being illegal migrants.
The former Yugoslav Republic of Macedonia United Nations Development Programme One Voter- One Ballot: Addressing Proxy and Family Voting in Macedonia The project aims to address the proxy and family voting by empowering vulnerable groups to exercise their electoral rights, by strengthening capacities of local NGOs and media to reach out the communities and educate people on their electoral rights and, thus, changing the culture that sustains proxy and family voting. The initiative will also strengthen the capacity of the State Election Commission to transparently handle the election process,and enhance collaboration between SEC and NGOs.
Timor-Leste Timor Lorosa'e Journalists' Association Training for New Journalists on Basic Journalism in Timor-Leste This training will equip new journalists in gathering and producing news professionally. It is important, as many journalists still often do not conduct balanced reporting and cover stories thoroughly due to lack of ability to ask critical questions to sources of information.
Timor-Leste United Nations Development Programme Enhanced Participation of Political Parties and Women in 2007 National The current proposal focus its attention in strengthening the institutional capacity of political parties, to guarantee their respect with principles of pluralism, tolerance, participation and transparency. Some activities will be developed by UNIFEM focusing on women's political participation as well as strengthening and support for women's wings of parties to influence party policy, lists and promote a space for women's participation from within the political party structure itself.

Empower elected members of local councils representing vulnerable groups to fight for their human rights and fundamental freedoms.
Ukraine Volyn Resource Centre Spreading the Democratic Culture in Small Towns/Settlements of Ukraine Spread democratic culture among the local councillors in small towns/settlements of the whole Ukraine by providing of 46 seminars-trainings which are up to methods and procedures of democratic decision-making in local councils, creating of relations with local community.
Vanuatu Transparency International Vanuatu Extension of Workshops on Active Citizenship to Improve Governance This project will implement civic education workshops on Vanuatu's remote islands. Feedback from previous workshops in Vanuatu's Provinces demonstrates a strong need for such workshops. Access to education is a major stumbling block due to Vanuatu's geographical spread & high transport costs. This project ensures that citizens with limited/no access to information are educated & informed about their role in civil society. This will in turn produce more participatory active citizenship.
Yemen IFES Raising Civic Awareness Among Youth: Participation & Community Service IFES aims to increase democratic knowledge and skills for youth in Yemen. IFES will use participation and community service to raise civic awareness, including among marginalized populations. It will provide tools to address important issues, develop solutions, and engage civil society, local governments, and Yemen's parliament. IFES will achieve sustainable results by working with in-country partners, incorporating capacity-building, and providing sub-grants to support activity implementation.
Zambia United Nations Development Programme, Zambia Country Office Constitutional Reform: Support to Constituent Assembly in Zambia The project aims to deepen a democratic culture based on human rights through the establishment of a new constitution. It will support the: (i) establishment of rules of procedure for the constituent assembly, (ii) capacity development of the secretariat of the constituent assembly (iii) orientation and capacity development of the members of the constituent assembly; and (iv) establishment of an effective media strategy for the dissemination of the proceedings of the constituent assembly.
