Birlesmis Milletler Demokrasi Fonu (UNDEF) Baskani Magdy Martinez Soliman, kurum için tek bir demokrasi modelinin olmadigini söyledi. BM'deki reform sürecinden sonra kurulan UNDEF'in baskani Soliman, kendileri için tek bir demokrasi modeli olmadigini belirterek, "Demokrasiyi gördügümüz zaman taniriz. Ancak bazi ülkelerin uyguladiklarini demokrasi modeli olarak göstermek istemiyoruz. Devletlerin kendi demokrasilerini gelistirmesini istiyoruz." dedi. Bazi ülkelerin UNDEF'e soguk yaklastigini belirten Soliman, bunun sebebi olarak kurumun ABD'nin bir porjesi olarak görülmesine bagladi. Soliman, öncelikli olarak; cinsiyet esitligi, demokratik kurumlarin tekrar insaasi ve gençlerle ilgili projelere destek verdigini belirtti. "Gençlere önem veriyoruz." diyen Soliman, "Demokrasi ögrenilen birseydir. Ne kadar erken olursa o kadar iyi." dedi. Temmuz 2005'te kurulan UNDEF, demokrasinin gelismesi için çesitli projelere destek saglamak amacini tasiyor. Fon, hükümetlerin yani sira ulusal ve yerel sivil toplum kuruluslari ile uluslararasi örgütlere destek sagliyor. Türkiye'deki basörtüsü meselesi konusuna da deginen Soliman, din geregi örtünmenin dünyada tartisilan bir konu haline geldigini, özeldeki Türkiye meselesi için kendilerinin bir müdahale hakkinin olmadigini; ama bir iç mesele olarak Türkiye'nin bunu kendi içinde çözebilecegini ifade etti. Çikis noktasi konusunda Türkiye'deki sagduyulu insanlarin girisimlerine isaret eden Soliman, Türkiye'deki otoritelerin buna ilimli bir sekilde çözümler bulabilecegini ve disaridaki ilgili ülkelere de bunun kendilerine ait dinî ve örfî bir âdet ve hak oldugunu ortaya koymasinin en saglikli yol olacagina vurgu yapti. UNDEF Head: No Single Democracy Model 30 October 2006
Magdy Martinez Soliman, the Executive Head of the UN Democracy Fund (UNDEF), said that there was no generally accepted model of democracy for them. Soliman said that UNDEF support countries’ own initiatives to enhance their democracies, and stated that Turkey’s headscarf issue could be resolved by a compromise and reconciliation between religious authorities and the parliament. Soliman, who recalled that there was no single democracy model for them, said: “We can easily recognize democratic governance when we see it. However, we do not want to make reference to the implementations of some countries as models for democracy. We want countries to develop their own models.” Soliman stated that some countries were hesitant toward UNDEF, as they see it as a project imposed by the United States. He also noted that they especially support projects on gender equality, restructuring democratic institutions and youth issues. Soliman, who expressed that they attached great importance to the world’s youth, also said that democracy was something that could be learned; so the sooner it is learned the better it is embraced and enhanced. Established in July 2005, UNDEF mainly aims at providing financial support for projects on democratic development. The Fund provides financial support for governments as well as for national and international civil society organizations and intergovernmental organizations. Expressing his views on the headscarf issue in Turkey, Soliman recalled that covering one’s head for religious beliefs has become an issue debated worldwide, and that they had no right to intervene in Turkey’s own issue, but rather Turkey could resolve it on its own. Referring to the constructive efforts of domestic players in Turkey, Soliman also noted that the Turkish authorities could find moderate and middle ground solutions, and stressed that it would be best for Turkey to make clear to foreign parties that this is an internal problem related to the country’s established customs. |
