The 2005 UN summit: Communication from the Commission to the Council and the European Parliament - 'Addressing the global challenges and making a success of the reformed UN'

Adopted on 14 June. The Commission puts forward substantive proposals for EU positions and actions related to the UN summit in New York on 14-16 September. The Commission also proposes that the effectiveness of the United Nations in the areas of human rights and democracy be enhanced by replacing the UN Commission on Human Rights with a Human Rights Council. It welcomes the proposed establishment of a UN Democracy Fund and recommends that the EU advocates for the fund to operate on the basis of country requests. The Commission supports the revitalisation of the General Assembly, emphasising the need to reinstate its political stature by asserting its role as the main universal deliberative body. More...
