1. The 10 December 1997 is Human Rights Day and the beginning of the 50th anniversary of the Universal Declaration of Human Rights. Secretary-General Kofi Annan will be issuing a message for this special occasion. This message will be sent out world-wide via satellite on Tuesday, 9 December 1997, embargoed until Wednesday, 10 December.

2. Recorded in English only, this message together with a message from Mrs. Mary Robinson UN High Commissioner for Human Rights and two public service announcements is being offered free-of-charge to broadcasters who would like to down link this package and include it in their programming either in its entirety or in part.
