THE
CRISIS IN DARFUR, SUDAN:
IS IT GENOCIDE?
HOW CAN THE AFRICAN UNION DO THE JOB?
AND WHAT TWO TOP UN OFFICIALS SAW DURING A VISIT
 The
worst humanitarian crisis in the world continues, with
the UN's senior man in Sudan, Jan Pronk, reporting no
progress on the issues of security and impunity.
The Special Adviser
on genocide, Juan Mendez, talks about insecurity he
observed around the camps in Darfur:
"The camps are very dangerous. People do not leave
the camps and when they leave, especially women when
they go looking for wood, they are subject to rape and
sexual assaults."
And the UN Human
Rights Commissioner, Louise Arbour, calls for an international
police force to protect the internally displaced persons.
 All
focus is now on the African Union, but the monitoring
troops in Darfur are limited by logistical and financial
needs. The AU Chairman, Olusegun Obasanjo, calls for
help.
The United States
envoy to the UN, John Danforth, announces millions of
dollars to assist the AU.
And the UN Secretary-General, Kofi Annan, sets up a
Commission of Inquiry to determine whether genocide
has taken place in Darfur.
