UN Security Council Threatens To Take Tough Measures Against Sudan Over the Darfur Crisis

The Security Council has threatened to take action against Sudan if it fails to disarm the militias that have been committing atrocities against civilians in the western Darfur region. In a resolution adopted today, with China and Pakistan abstaining, the Council imposes an arms embargo on Darfur. It also calls on the Sudanese government to facilitate delivery of relief assistance and endorses the deployment of international monitors and a protection force. The representative of the United States, Ambassador John Danforth says the failure of the Sudanese government to rein in the janjaweed militias has left the Council with no choice.

"The resolution, in stern and unambiguous terms, puts the Government of Sudan on notice that it must fulfill the commitments it made on July 3. Sudan must know that serious measures, international sanctions, are looming if the government refuses to do so."

Ambassador Danforth said the choice is up to the Government of Sudan.

Lack of Water Constrains Assistance To Refugees in Chad: UNHCR

The UN High Commissioner for Refugees says lack of water is the greatest constraint to its assistance to refugees in eastern Chad. The agency points out however that a recently completed survey, using new technology to find hidden water sources in the desert region shows initial positive results. UNHCR spokeswoman Jennifer Pagonis says the survey used radar and optic satellite images, including those taken by the US space shuttle to evaluate an area in the northern town of Iriba.

"On the ground we have been drilling at sites in the areas identified by this survey and each time we have drilled there has been water there. The images have helped us target new sites and news wells and bore holes in three existing camps in Oure Cassoni, Touloum Iridimi and work is underway to dig for water at these points."

UNHCR says the study also paves the way towards sustainable water management in the region.

UN Secretary-General Condemns Embassy Bombings in Uzbekistan

The UN Secretary-General has expressed his strong dismay at a series of bombings against the embassies of the United States and Israel in the Uzbek capital of Tashkent. A third blast went off near the office of the Prosecutor General. At least two people were killed and about a dozen injured in the attacks. UN spokesperson Marie Okabe.

"The Secretary-General condemns these criminal acts in the strongest terms. Targeting of diplomatic missions and civilians is a crime that cannot be justified by any cause."

According to reports, the two deaths in Friday's blasts occurred at the Israeli embassy.

Israel Continues Restrictions in Gaza: UN Relief Agency

The UN Relief agency for Palestinians Refugees, UNRWA, says it is continuing to face severe problems imposed by Israeli security restrictions in Gaza. UNRWA says Israeli roadblocks and are making it difficult to import essential food in containers and equipment, and is also hindering access by its staff. UNRWA spokesman, Mathias Burchard, says the blockade of food containers is costing the agency thousands of dollars.

"UNRWA needs to bring in 20 containers a day to guarantee its emergency food distribution but presently is only able to bring in five to six containers. We still have about a backlog of 250 containers waiting in Ashtot (sic) to come in to Gaza and on ships arriving in Ashtot soon in the next weeks, 800."

Mr. Bourchard says that Israel has continuously promised to improve security checks at this access point but has so far failed to do so.

Annan Condemns Hostage Taking in Iraq

The UN Secretary-General Kofi Annan has condemned all hostage takings and acts of violence against civilians in Iraq. In a statement issued by his spokesman, he said he learned with dismay and sadness of the brutal killing of two Pakistani nationals on Thursday. The Pakistanis had been held hostage for several days. The Secretary-General said such acts are utterly unacceptable and are aimed at undermining Iraq's political and economic reconstruction.
