UN Secretary-General Calls on Palestinian Authority to Reform Security

UN Secretary-General Kofi Annan has called on the Palestinian Authority to reform its security apparatus. His comments came in the wake of a crisis which included the submission of resignation by Prime Minister Ahmed Qurei who was reportedly unhappy about the lawlessness in Gaza and lack of reform. Chairman Yasser Arafat did not accept the resignation and the Prime Minister decided to stay on. The Secretary-General said Palestinians are facing a serious situation:

"What is important is the actions that need to be taken on the ground to bring it under control and for the Palestinian Authority to take the steps necessary and to begin to reform, particularly bringing the security forces under one command"

The Secretary-General called on Charman Yasser Arafat to take time to listen to the Prime Minister and other members of his leadership.


WFP Needs Money to Feed Refugees from the Central African Republic in Chad

The UN food agency has warned that it is running out of food for refugees from the Central African Republic trapped in Chad. The World Food Programme, WFP, says over 20,000 men women and children in southern Chad are unable to go home at the moment because of unrest. A spokesperson for the food agency in Rome, Caroline Hurford says the situation is becoming quite serious:

"By the end of this month we may not have enough food left fro the 27,000 refugees who are from the Central African Republic who have been in Chad since 2003, some of them since 2002 because we simply haven't got enough funding"

Ms. Hurford says the agency needs the money to buy food locally in order to avoid delays in providing food to the needy people.

Displaced People Are Being Neglected Worldwide: UN Official

The head of the United Nations inter-agency division on internally displaced, Denis McNamara, says that displaced civilians worldwide remain a massive neglected humanitarian crisis. The division, which came into existence at the beginning of this month, has been established by the UN Secretary-General to respond to the problem of displacement. Mr. McNamara points out that 25 million people around the world have been displaced by conflict and human rights abuse:

"In addition to the 25 million displaced from conflict and abuse, probably another 25 million displaced by natural disasters and development projects. So total global displaced civilian population, if you put the two together of 50 million plus"

Denis McNamara says for the next year and a half his division will focus on six to eight countries where displacement is a major problem.


Rains Hamper Assistance to Refugees in Eastern Chad

Rains continue to hamper the provision of relief assistance to refugees in Eastern Chad. The UN High Commissioner for Refugees, UNHCR, says riverbeds in the region have turned to quagmires slowing down the transport of food and non-food items. The agency's spokesperson, Jennifer Pagonis says that Bahai region in the north is now completely cut off by flooded riverbeds:

"UNHCR and WFP are looking at ways of bringing assistance to the refugees in the Bahai area by alternative routes from Libya and from northern Chad through El-Fayed. Meanwhile, our team in Bahai is working as fast as possible to continue moving the refugees to the recently opened camp of Oure-Cassoni"

UNHCR says that as of Monday, more than 6,000 refugees had been transported to the new camp.

UN Secretary-General Urges Donors to Help Haiti

The UN Secretary-General has called on a donors meeting in Washington D.C. to pledge generously to support the peace building and economic recovery in Haiti. In a message delivered by his Special Representative Juan Gabriel Valdez, he said that despite some improvements in recent months Haiti remains fragile. He noted that armed groups continue to endanger stability, the rule of law has not yet been restored and political forces remain at loggerheads. The Secretary-General added that basic services need urgent rehabilitation and unemployment is widespread in Haiti.
