UN envoy concerned over security for displaced persons in Darfur

The UN special envoy to Sudan Jan Pronk has reiterated his concern over the situation on the ground in Darfur, particularly in terms of security for internally displaced persons. Speaking at a press conference Wednesday, Mr. Pronk spoke of the need for a political solution to the Darfur crisis to be pursued by the government and the rebel movements, as well as the need for the government to achieve a substantial and verifiable improvement of the security situation in the selected areas. Pronk also spoke about the positive political steps being taken by the Government of Sudan.

UN Security Council gives strong support to efforts to end Darfur crisis

The UN Security Council is showing strong support for the efforts of the African Union to end the humanitarian crisis in the Darfur region of Sudan. In a presidential statement, the Council welcomed the resumption of talks on Darfur now taking place in Abuja, Nigeria under the auspices of the African Union and the leadership of Nigerian President Olusegun Obasanjo. Council President is Ambassador Andrey Denisov of the Russian Federation.

"Council members urged all parties to work together to end the violence and resolve the issues that would relieve the ongoing humanitarian suffering in Darfur."

Members of the Council urged the Government of Sudan and other parties involved to continue to cooperate closely with the African Union and the United Nations in seeking a resolution of the crisis

People are scared to return to their villages in Darfur: United States

People are still dying and they are still scared in Darfur. That's the conclusion of the United States representative Ambassador Stuart Holliday. Shortly after being briefed on the situation in Darfur, Tuesday, Ambassador Holliday told reporters that the important thing is to address the protection and security issues that remain.

"What the international community can do for the people of Darfur is to address their concerns. They are worried about going back to their camps. The plan of returning the idp's to camps can only work if they are not afraid to go back to the villages or the camps."

A recent Security Council resolution gives Sudan until next week to show it has lived up to pledges to disarm the militias and ease the humanitarian crisis, or, face international action.

UN needs more than $400 million for operations in Sudan

The United Nations needs more than $430 million to finance rescue operations in Sudan through the end of the year. The UN Coordinator for Humanitarian Affairs in Sudan Manuel Arnado da Silva urged donor countries to secure funds, which he said are urgently needed. At a press conference in Khartoum Wednesday, da Silva urged the international community to think about the millions of Sudanese refugees in Darfur and the rest of Sudan struggling to survive. He warned that while aid agencies averted a major catastrophe by gaining access to hundreds of thousands of people displaced by war over the past couple of months, the humanitarian crisis is far from over. A UN report says the amount needed for relief operations in Darfur alone is estimated at more than $360 million.

Much rides on upcoming Afghan election: UN envoy

The presidential election in Afghanistan now has the potential to create political legitimacy for the post-war order. That, according to the special envoy of the Secretary-General in Afghanistan Jean Arnault. But he tells the Security Council that the picture is not entirely satisfactory. He says while many cases of imbalance between provinces have been corrected, it has been difficult to redress the situation in the south of the country most affected by insecurity. Mr. Arnault however explains that massive popular participation in voter registration has shown how much rides on the upcoming election.

"We need an additional effort with regard to the security of voters and electoral staff and we need to continue to work hard on the political environment in order to ensure that it is as conducive as possible to a free and fair exercise."

Arnault says the government, the contending candidates and the international community will have a share of responsibility in ensuring a safe poll. The presidential elections are scheduled for October 9.

UNDP signs agreement with Haiti to organize elections

Haiti has signed an agreement with the UN Development Programme and the Organization of American States to help reinforce the democratic process in the country. The elections, scheduled for next year, will replace an interim government in place since a three-week rebellion led to the ouster of President Jean-Bertrand Aristide in February this year. UNDP says the agreement which pledges presidential, parliamentary and local elections, was signed yesterday.
