UN Security Council Condemns Massacre of Refugees in Burundi

The UN Security Council has condemned "with the utmost firmness", the massacre of more than 150 Congolese refugees at a camp in neighbouring Burundi. The Council met in an emergency session late Sunday at the request of France. In a statement the Council requested the special representatives of the Secretary-General in both Burundi and Congo to establish the facts and report to the Council as quickly as possible. Council President is Ambassador Andrey Denisov of the Russian Federation:

" The Security Council calls on the authorities of Burundi and the Democratic Republic of the Congo to cooperate actively so that the perpetrators and those responsible for these crimes be brought to justice without delay."

The Council called on all States in the region to respect the territorial integrity of their neighbours. It also encouraged them to redouble their efforts to provide security for the civilian populations on their territory, including those granted refuge.

Annan "Shocked and Outraged" by Massacre of Civilian Refugees

UN Secretary-General Kofi Annan is "shocked and outraged" by the massacre of mostly women and children in the Gatumba refugee camp. He also strongly condemns the attack. And according to United Nations Spokesman Fred Eckhard, Mr. Annan wants a prompt investigation "so that those responsible are identified, apprehended and brought to justice:

"He calls on the Governments of the Democratic Republic of the Congo and Rwanda to urgently establish a joint verification mechanism, with the participation of Uganda and Burundi, which will assist in curbing the actions of armed groups operating in the border areas."

The Secretary-General urges the transitional governments of the Democratic Republic of Congo and Burundi as well as the Government of Rwanda to exercise restraint and take the necessary steps to prevent a further deterioration of the situation in the region.

Lack of Security Most Serious Concern for Iraqis Today: UN Envoy

The UN special envoy in Iraq, Ashraf Jehangir Qazi, says this week's National Conference should be a critical milestone on the path toward a goal shared by all Iraqis - that of becoming a stable, pluralistic and inclusive democracy.
But he warns that the most serious and immediate concern for Iraqis today is the lack of security. He says the current strife and instability in Najaf and elsewhere could not be addressed by security measures alone. Rather, he adds, they require political consensus building, rehabilitation measures, and the promotion of the rule of law.

UN Envoy Welcomes Efforts by Sudan to Implement Darfur Plan of Action

The UN special envoy for Sudan, Jan Pronk, has welcomed the steps being taken by the government to implement the Darfur Plan of Action, including its final choice of the areas to be made secure by the end of August. But he said the crucial phase would be when it can be demonstrated that "these actions have borne fruit on the ground" when a substantial verifiable improvement of the security situation of the selected areas is achieved. Mr. Pronk also stated that he was concerned by the lack of progress registered so far on the ground and at the fact that the Janjaweed militia was still active and continued to be a threat. He said that members of the Joint Implementation Mechanism would visit the areas designated as secure during the last week of August to assess the progress achieved by the government.

Kosovo: Last Piece of Puzzle towards European Integration: UNMIK Chief

The new UN Special Representative for Kosovo firmly believes that there would be no normalization or stabilization in the region unless the issue of Kosovo is resolved.
Soren Jessen-Petersen, who has just arrived in Pristina to take up leadership of the UN Mission in Kosovo UNMIK), said that he strongly believes that Kosovo is the last piece in the puzzle taking the western Balkans from the conflict of the '90's towards normalization, stabilization and European integration. He said he intends to work hard with colleagues in UNMIK, the provisional authorities and all concerned to take Kosovo forward towards a future that the people of the province so richly deserve.

UNICEF Launches Feeding Programme for Six Million Ethiopian Children

The UN children's agency (UNICEF) has launched an integrated feeding programme for more than six million children affected by drought and food shortage in Ethiopia. UNICEF says the programme includes vaccination against measles, distribution of vitamin -A, nutrition follow-up and health education.
