I deem it a great honor to be elected as chairman of the Panel of External Auditors in the 52nd Session held at New Delhi.  With the support of the Vice-Chair, Mr. Amyas Morse, Comptroller and Auditor General of the United Kingdom and all other members, I intend to achieve the objective of greater degree of collaboration and coordination of audits for which we are responsible, and exchange of information on audit methods and findings. 

The immediate challenge before the Panel is to harmonize the interpretation of International Public Sector Accounting Standards (IPSAS) taking into account diverse business models.  To obtain the full IPSAS dividend, it is essential that the next step should be to assimilate the principles of IPSAS in the business processes of the Organizations. 

Further, INTOSAI has recently promulgated the International Standards for Supreme Audit Institutions (ISSAIs).  As Panel members are Supreme Audit Institutions, we will strive to adhere to the principles contained in INTOSAI’s declaration on the ISSAI framework in relation to our international engagements.
