Q: A quick question, Sir. How serious a problem will it be if, in their declaration, the Iraqis do not resolve some of the outstanding questions that UNSCOM and former weapons inspectors still say remain?
SG: Well, I think as I've said before, we need to give Mr. Blix and [Mr.] El Baradei time to analyse these documents. They will be giving on to the [Security] Council the cleaned-up versions of the documents. And then they will analyse it, synthesize it, and brief the Council. I think we should all wait for that. I don't want to speculate as to what UNSCOM did or did not do or which gaps UNSCOM had. UNMOVIC has a mandate and they should carry on with it.
Q: On the subject of Iraqi scientists, what should happen if they are not forthcoming with the names, or don't allow them to be interviewed outside the country?
SG: That will be up to the Council to decide. I know that Mr. Blix and [Mr.] El Baradei, who is joining him here this week, are thinking through that problem, and obviously, would want to interview Iraqi scientists either in Iraq or if they decide to come out -- they will interview them out -- outside the country. But I would say we should leave them to determine how to proceed. I know there's lots of debate on this. And we should not speculate as to what the government will do or not do. If they do ask to see the scientists and want to interview them, I hope they'll be able to do it inside or outside. But of course, this is something that the inspectors will have to resolve on the ground.
Q: Sir, are you satisfied that the Americans are providing to the UN, evidence that they say that would show that there is significant holes in the document?
SG: The information is not being given to me directly. They have to give it to the inspectors. And I think, again, I will wait to hear what [Messrs.] Blix and El Baradei have to report.
Q: May I just ask a follow-up to that, of how critical Thursday becomes in your mind? This is the first time for UNMOVIC and IAEA to give some sort of initial analysis or judgement. How critical is Thursday?
SG: I think it's important in the sense that they are giving these documents to all the 15 members. But I think the actual analysis is going to come later.
