Optional Protocol: Text and Materials Curbing Illicit Trafficking in Small Arms and Sensitive Technologies: An Action-oriented Agenda
Illicit trafficking in small arms and sensitive technologies is not a new phenomenon in itself, but has acquired new dimensions and urgency with the end of the Cold War. This book illustrates how illicit trafficking affects both the stability of states and the safety of their populations. Curbing its development and proliferation calls for a better assessment of the phenomenon and a new way of looking at problems and identifying solutions. The debate in this book centres around such prominent issues as trafficking in small arms; delivery system technologies and components; and weapons of mass destruction. The book concludes with a set of recommendations on how to develop cooperation and provides an action-oriented agenda that can be adopted by such institutions as police forces, border patrols, judiciary and parliamentary institutions, INTERPOL and intelligence services.

Readily available and easy to use, small arms and light weapons have been the primary or sole tools of violence in almost every recent conflict dealt with by the United Nations. This publication is the result of discussions held by three separate panels of Governmental Experts appointed by United Nations Secretary-General, Kofi Annan. Small Arms Problem in Central Asia, The: Features and Implications
This publication examines and maps the different dimensions of the small arms problem in the region. It attempts to highlight the gravity of the situation by describing the ways in which the small arms problem manifests itself within the Central Asian context. The study is organized into three substantive chapters followed by conclusion and recommendations. The first of these chapter examines the small arms problem in Afghanistan which dates to the Cold War years. The second chapter looks at the conflict in Tajikistan. The third chapter examines the case of the Central Asian republics of Uzbekistan, Kyrgyzstan, Kazakhstan and Turkmensistan, small arms and the latent threats to stability. The publication emphasizes that practical measures aimed at the amelioration of the small arms problem have to be based on a broad conception of "small arms control", that is on measures that address both the tools and the root causes of violence that prompt the use of small arms in the first place.

Naciones Unidas - Estudio Internacional sobre el Control de las Armas de Fuego
El Noveno Congreso de las Naciones Unidas de Prevención del Delito y Tratamiento del Delincuente, celebrado en El Cairo (Egipto), examinó la iniciativa relativa al control de las armas de fuego y aprobó por unanimidad su resolución 9, titulada "El control de las armas de fuego a los fines de la prevención del delito y la seguridad pública". En esa resolución, el Congreso expresó su preocupación por la elevada incidencia de delitos, accidentes y suicidios debidos al empleo de armas de fuego, sin que existiera un control adecuado de su posesión y almacenamiento o un adiestramiento en su utilización y, en particular, por el hecho de que tuviesen fácil acceso a estas armas las personas que con mayor probabilidad podían utilizarlas en actividades delictivas. El congreso declaró la necesidad urgente de estrategias eficaces para asegurar una reglamentación adecuada de las armas de fuego tanto en el plano nacional como transnacional.
