Earth Negotiations: Analyzing Thirty years of Environmental Diplomacy
Global environmental problems pose important diplomatic and legal challenges to the international community. The nature of these problems requires an unprecedented degree of international cooperation both in terms of scientific research and the harmonization of regulations that is achieved through negotiation. Earth Negotiations presents a phased-process model that can enable greater understanding of the process by which international environmental agreements can be negotiated. Six discernible phases and five associated turning points within the process of multilateral environmental negotiation are identified and explained. The model is then used to examine relationships among the phases and turning points and between the processes and the outcome to see if there is anything that occurs in the earlier phases of negotiation that affects subsequent phases and if there is anything in the process that may have an effect on the outcome. The aim of this publication is to determine what lessons can be learned from past cases of multilateral environmental negotiation in order to help both practitioners and scholars strengthen the negotiating process and the quality of its results.

Trade, Environment, and the Millenium (2nd Edition)
In 1995 the WTO became the successor to GATT. While most trade officials and others who have a direct interest in multilateral trade policy consider this multilateral system to be a major contributor to the enormous growth of world trade and income over the past half century, the WTO is viewed with suspicion and even animosity by many environmentalists. The criticisms focus on many different aspects of the WTO. Some maintain that trade liberalization under WTO auspices has led to an environmentally harmful exploitation of natural and other resources, and others argue that the WTO hampers governments in pursuing environmentally friendly policies. The principal issues in the trade and environment debate preoccupied negotiations at the close of the twentieth century. With the failure to launch a new round of WTO negotiations in Seattle in 2000, these fundamental issues returned to the agenda at the meeting of Trade Ministers in late 2001 in Qatar. This volume provides an overview of the key issues for negotiation as a result of the Qatar Ministerial Declaration launching a new round of multilateral negotiations.

The publication also introduces, for the first time, the 'City Development Index' - a tool developed by the UN Centre for Human Settlements (Habitat) to track regional, national and city level progress.

Human Development and the Environment: Challenges for the United Nations in the New Millennium
The new millennium sees humankind living in a vastly more complex, inter-linked, and mutually dependent world. There are increasing numbers of actors in world affairs today, as private and public non-state actors jostle alongside national governments in setting and implementing an ever more crowded agenda. This situation is presenting new challenges - in the fields of security, governance, development and environment - and will require innovative thinking and new forms of global governance. This book looks at the problems, processes and actors that constitute the milieu for human development and the environment. The contributions in this volume outline productive ways in which the international community and the UN system can address the major challenges of eradicating poverty and reducing the rate of environmental deterioration.

Guidelines for Stakeholders Participation in Strategic Environmental Management
Environmental ministers take the lead in policy making, but very little can be achieved without the involvement of key stakeholders. This publication outlines the three key principles of Strategic Environmental Management: having a long-term view, having a clear definition of the objectives and ensuring shared responsibility. Next, it looks at the importance of participation or involvement by stakeholders. Whether they are individuals or institutions, inside or outside government they are instrumental to achieve the overall environmental objectives. This title provides useful tips for identifying who the key stakeholders are, how to create stakeholder contact networks and how to present your proposed policy with an edge towards acceptance by using the media and other public forums to your advantage.
