TITLE: Participatory Monitoring of Humanitarian Mine Action: Giving Voice to Citizens of Nicaragua, Mozambique and Cambodia
LANGUAGE: E.
SALES #: GV.03.0.6
ISBN: 9290451467
SYMBOL: UNIDIR/2002/19
PAGES: 124
PRICE: $15.00
DESCRIPTION: Since its entry into force on 1 March 1999, the Mine Ban Treaty (MBT) has been tremendously successful in attaining its aim of abolishing anti-personnel landmines. However, in terms of mine victim assistance, another goal sanctioned by the treaty, results have been much less heartening. This may be partially due to the weakness of existing formal monitoring of victim assistance mechanisms that fail to expose fully the needs and circumstances of mine affected communities. This publication explores the possibility of adopting participatory monitoring techniques on a trial basis in the heavily mined countries of Nicaragua, Mozambique and Cambodia. Such techniques, which draw on the involvement of the locals, promise to foster a better match between mine victim aid and mine victim needs and could prove instrumental in enhancing the rehabilitation of mine affected communities.

These examples show that problems in urban areas are not insurmountable and that with good governance cities can become child friendly and ensure the universal realization of children's rights.

PRICE: $45.00
DESCRIPTION: The countries of the Former Soviet Union and Eastern Europe have suffered an unprecedented increase in poverty and mortality. The process of transition has been painful for millions of citizens. Through a comprehensive comparative analysis, Poverty in Transition attempts to shed light on this situation as it takes a hard look at what types of problems are most acute, what the nature of the difficulty is and which reforms have worked thus far. The book goes beyond numbers as it tries to capture some of the pain and insecurities accompanying reversals in human development. It contains a broad framework of analysis of what key measures are required to address poverty and equity in the region. The areas of discussion surround such topics as: poverty and income distribution; striking a balance between liberalisation and a credible State; poverty, education and white collar trends; building small and medium-sized enterprises; and microfinance development.

TITLE: Power in Transition: The Peaceful Change of International Order
LANGUAGE: E.
SALES #: 01.III.A.12
ISBN: 9280810596
SYMBOL: UNUP-1059
PAGES: 192pp.
PRICE: $26.95
DESCRIPTION: This publication helps fill a major gap in the literature on peaceful systemic change. It identifies past cases of peaceful transition and discusses which variables enable major power shifts to occur without war. It also draws lessons on how the international community can best manage the coming transition to multipolarity. The analysis presented focuses on three core issues: how contenders for primacy come to see one another as benign; how they negotiate a mutually acceptable international order; and how they legitimize that order. Power in Transition also reflects on whether the nature of systemic change is itself changing because of social learning and underlying shifts in the character of the international system. Case studies examined include the Concert of Europe, Anglo-American rapprochement at the end of the nineteenth century, and ASEAN.

DESCRIPTION: The severe slowdown in the world economy in 2001 cut short the recovery that had begun in 2000 and dashed hopes that Latin America and the Caribbean were about to embark upon a new growth cycle. Unlike the crises of the 1990s, which were confined to a limited group of countries, the slowdown of 2001 engulfed the region as a whole. The impact of the adverse international environment impinged upon all areas of activity; in fact, the consequences of this situation were felt more keenly by the domestic economy than by export activities. Nevertheless, the region's economies did quite well in withstanding a large part of these destabilizing shocks and, with the exception of Argentina, in averting domestic or external crises.

Shortages of water supply will become a major constraint on social development and well-being, unless equitable and economically efficient water allocation policies can be developed to satisfy the water demands of various competing water-use sectors. It is imperative that a water allocation and regulatory framework is formulated for countries in the region based on sharing and exchange of experience and information by countries, highlighting the strong features of their water allocation policies and mechanisms. In assisting member countries to formulate this framework, the ESCAP secretariat has launched a project on regional cooperation on optimum water resources allocation among water-use sectors. This study, this publication aims to assist policy makers, administrators, planners and water resources professionals, who are responsible for the management of water resources, in the formulation and implementation of effective and efficient water allocation systems.

Organized criminal networks and gangs thrive on this trade in children and, to lesser or greater degrees, so do many others: hotels clerks, taxi drivers, police officers, government officials, neighbours and relatives, including mothers and fathers. This report, a tribute to the courage of the many children who have been affected by this inhuman trade, presents the moving words of the children themselves, as well as the passionate and informed opinions of distinguished personalities and authorities.

It emphasizes that in many developing countries, silence and lack of proper information, continues to hamper efforts to check the fast and deadly spread of AIDS. 2.5 million children's lives are saved each year thanks to immunization, but there are still 30 million infants not protected by routine vaccination in developing countries. The lost children, millions of children made virtually invisible because not registered at birth. The Progress of Nations ranks nations according to their achievements in developmental goals for children. It also captures the slow but steady progress girls and women are making as they overcome inequality and discrimination.

ISBN: 9290780347
PAGES: 258pp.

The areas of discussion include: international trends in non-custodial sanctions; developments in probation: an international perspective; what works in corrections: a blueprint for action; developing a probation capability; and leadership in the management of the criminal justice system. A section of the publication is dedicated to a discussion on international co-operation in probation. Included in the annex is the Needs/Risk Assessment Record, a set of five forms for probation services' assessment and review records.
