The theme of the 1999 Human Development Report (HDR) is "Globalization with a Human Face." The Background Papers presented in this publication highlight key defining characteristics of present-day globalization: shrinking space, shrinking time and disappearing borders, with new markets, new actors, new rules and new tools. It presents fifteen background papers commissioned for the HDR 1999, covering such areas as trade and capital flows, poverty and inequality, culture, environment, care and national and global policy issues.
