The problem of arms proliferation has become a central issue, especially from the perspectives of international security, international relations, the eradication of terrorism, harmonious trading practices, humanitarian concerns and the preservation of the environment. The vital legal aspects of means for solving this problem have equally been insufficiently addressed in the literature.

Now, in the third volume of the Series, many of those most competent to do so have expressed their views on the salient aspects of the subject. Their exceptional qualifications for the task are evident from the Notes on the Authors.

This Series on arms control and disarmament law is being continued within the framework of the 1990's International Disarmament Decade and the Decade of International Law, so designated by the United Nations.
