Terrorism strikes at the very heart of everything the United Nations stands for. It presents a global threat to democracy, the rule of law, human rights and stability. Globalization brings home the importance of a truly concerted international effort to combat terrorism in all its forms and manifestations. An important part of that effort is the work of the United Nations in the establishment of the necessary legal framework for the prevention and suppression of terrorism.
