Electoral systems are the primary vehicle for choice and representational governance. Effective management of these electoral systems requires institutions that are inclusive, sustainable, just and independent. Electoral Management Bodies (EMBs) as Institutions of Governance provides the first empirical evidence that professionally staffed permanent and independent electoral institutions are critical for developing the sustainable capacity to conduct effective democratic elections.

It describes the structures and functions of different kinds of EMBs worldwide; current trends in their development and reform; international factors that affect election management; and public opinion. It also tabulates the electoral budgets of 49 countries and in its concluding chapter presents a summary of findings and lessons learned from recent electoral experiences.
