The spectrum of the debate on environmentally sound technologies is as lively
as the broader debate on environment and development. Amidst the spectrum
is the realism that a world where three fourths of the people live below
the so-called "modern standard", technology can neither be done
away with nor can it be blindly trusted. This point of realism provides
common ground for constructive work on the technology dimension of the environment
and development nexus. This study discusses several opinions on this subject
and examines the extent to which the proposed measures are likely to increase
access to transfer and diffusion of environmentally sound technologies.
