Carbon dioxide is the most abundant of the greenhouse gases in the atmosphere.
Through in-depth studies, this publication shows that tradeable permits
are both an efficient means of controlling carbon dioxide emissions at minimum
cost and an effective mechanism for transferring resources to developing
countries and countries in transition. The findings and conclusions presented
help to contribute to the international effort to abate emissions of greenhouse
gases.
