30 Within the space of this year, the
world has moved swiftly forward to address two critical concerns that have
maimed its history. An International Criminal Court
is on the anvil and a Convention prohibiting landmines has opened for signature.

of the legacy landmines leave the living, from Marianne
Holtz (37). These initiatives coincide
with the start of the commemoration of the fiftieth anniversary of the Universal
Declaration of Human Rights.
24 Essay: In her contribution, United
Nations High Commissioner for Human Rights Mary
Robinson speaks of the partnerships needed to fulfil its principles and
ideals. Her predecessor, José Ayala Lasso, writes on the necessity
of a culture of human rights (28).

Annan sees "the role of the United Nations, and my own as Secretary-General,
