LIST OF INDIVIDUALS SUBJECT TO THE MEASURES IMPOSED BY PARAGRAPH 4 OF SECURITY COUNCIL RESOLUTION 1521 (2003) CONCERNING LIBERIA

(THE TRAVEL BAN LIST)

 

            On 16 March 2004, the Security Council Committee established pursuant to resolution 1521 (2003) concerning Liberia approved the following list of individuals subject to the travel restrictions imposed by paragraph 4 (a) of resolution 1521 (2003).  Those measures were subsequently renewed by paragraph 1 (a) of resolution 1579 (2004).

 

            Paragraph 4 (a) and (c) reads as follows:

 

            “The Security Council …

 

            4. (a) Decides also that all States shall take the necessary measures to prevent the entry into or transit through their territories of all such individuals, as designated by the Committee, who constitute a threat to the peace process in Liberia, or who are engaged in activities aimed at undermining peace and stability in Liberia and the subregion, including those senior members of former President Charles Taylor’s Government and their spouses and members of Liberia’s former armed forces who retain links to former President Charles Taylor, those individuals determined by the Committee to be in violation of paragraph 2 above, and any other individuals, or individuals associated with entities, providing financial or military support to armed rebel groups in Liberia or in countries in the region, provided that nothing in this paragraph shall oblige a State to refuse entry into its territory to its own nationals;

 

            (c)         Decides that the measures imposed by subparagraph 4 (a) above shall not apply where the Committee determines that such travel is justified on the grounds of humanitarian need, including religious obligation, or where the Committee concludes that an exemption would otherwise further the objectives of the Council’s resolutions, for the creation of peace, stability and democracy in Liberia and lasting peace in the subregion;

 

The new travel ban list was established by the Committee in accordance with paragraph 21 (d) of  resolution 1521 (2003) and it supersedes the travel ban list established pursuant to resolution 1343 (2001), which ceased to have effect with the adoption of the new list, in accordance with paragraph 4 (b) of resolution 1521 (2003).  The list is reproduced in full below.  Alternate spellings of names and alternate dates of birth are included in parentheses.

 

The Committee will continue to update the list on a regular basis.

A Syrian-born US citizen who has been an employee/ associate of Viktor Bout for about a decade. The UN identified Chichakli as Viktor Bout’s Chief Financial Manager and, therefore, as one who acts at Bout’s direction. His own resume details his senior positions with several Bout-controlled companies. A certified public accountant and certified fraud examiner with more than 12 years of experience, plays a significant role in assisting Bout in setting up and managing a number of his key firms and moving money (both for acquisition of assets and reparation of profits). In media interviews, reportedly has held himself out as spokesperson for Viktor Bout and his network.

Chichakli is an officer of San Air General Trading. Payments for many of the weapons that went to Liberia through Victor Bout’s network in 2000 and 2001 were directed to San Air’s bank accounts. As such, Chichakli is associated with an entity providing financial or military support to armed rebel groups in Liberia or in countries in the region.
