We, undersigned, have received the GRL Notice concerning our application specifying item(s) included in the Goods Review List (GRL), as determined by the United Nations technical experts, and understand the provisions of the Reconsideration Procedure (as detailed on the OIP web-site www.un.org/Depts/oip).
We understand that failure to complete and return this document by fax (signed, stamped and with relevant attachments, if any) will result in circulation of GRL items to the 661 Committee for a decision as to whether or not the goods may be eligible for export to Iraq. We further understand that selecting more than one option provided below (1-4) will render the form invalid and GRL item(s) will be referred to the Committee. Consequently, we have selected the following option (please check the appropriate box):
BOX 1 We would like to have GRL status of the item(s) specified in the GRL Notice, as determined by the United Nations technical experts, re-considered and herewith request a new assessment in accordance with paragraph 11 of the procedures attached to resolution 1409(2002). For that purpose, we attach additional technical information as a basis for the request. We understand that new information, not sent with the initial submission, is compulsory if the items are to be re-considered by the United Nations technical experts. In addition, if the reconsideration process confirms status of GRL item(s) as such, we would like the item(s) to be (a) deleted/downgraded through an amendment; (b) circulated immediately to the 661 Committee; or (c) circulated to the 661 Committee with a UN assessment of the humanitarian, economic and security implications for approval or denial of the GRL item(s) by the 661 Committee, as well as the risk of diversion for military purposes. BOX 2 We are considering the submission of an amendment to either remove or downgrade the item(s) identified as GRL. We will submit the amendment to that effect, signed by both parties to the contract, but not later than 30 days after the deadline set for sending of this form. The amendment will be submitted through our Permanent Mission. We understand that, should no amendment be received within 30 days, the GRL item(s) will be circulated to the 661 Committee for consideration as to whether or not the item(s) may be eligible for supply and export to Iraq.
BOX 3 We wish to proceed IMMEDIATELY with circulation of GRL item(s) to the 661 Committee for consideration as to whether or not the item(s) may be eligible for supply and export to Iraq. We understand that additional technical and other information, to include assessment by the United Nations of the humanitarian, economic and security implications for approval or denial of the GRL item(s) by the 661 Committee, as well as the risk of diversion for military purposes, may also be provided to the Committee at later stage if the item(s) is/are denied.
BOX 4 We wish to proceed with circulation of GRL item(s) to the 661 Committee but would like to request the United Nations Secretariat to provide, prior to circulation, an assessment by the United Nations of the humanitarian, economic and security implications for approval or denial of the GRL item(s) by the 661 Committee, as well as the risk of diversion for military purposes. We are attaching/will send additional information regarding the viability of the contract, if GRL item(s) are removed or denied. We understand that such assessment by the United Nations Secretariat may facilitate approval of GRL item(s) by the Committee but that it also may take up to 30 days to prepare.
