Oil-for-Food Background Information

 

Update for the period 18 to 24 September


During the week to 24 September 1999, Iraq exported a total of 18.4 million barrels of crude oil for an estimated revenue of $400 million dollars. Since oil exports under phase VI began on 1 June there have been 252.9 million barrels exported for an estimated revenue of $4.561 billion. The current estimate for revenue in phase VI (25 May to 20 November 1999) is $7.173 billion (including pipeline fees). To date, about 44 per cent of loadings have been made at Ceyhan.

As reported earlier, the Security Council's 661 Committee has approved 79 contracts for the export of Iraqi oil with with a total volume of 372.7 million barrels (207.5m Basrah Light, 165.2m Kirkuk).

The Office of the Iraq Programme has now received 469 contracts for humanitarian supplies worth $1.27 billion under phase VI. Of the 286 contracts circulated to the Security Council's 661 Committee, 217 worth $615.3 million have been approved and 37, worth $62.7 million, have been put on hold.

So far $1.56 billion worth of contracts for humanitarian supplies have been approved under phase IV and $1.43 billion under phase V. There are $42.14 million dollars worth of humanitarian supplies on hold in phase IV and $329.02 million on hold in phase V.

The 661 Committee has approved $246 million worth of oil spare parts and equipment in phase IV and put $40.3 million on hold. For phase V, $113.4 million in oil sector equipment has been approved and $82.48 million is currently on hold. Around $120 million dollars worth of oil sector equipment has arrived in Iraq.  (note: a full listing of humanitarian and oil sector contracts for Phase V and their current status is available on the OIP website)

The final contract for the targeted nutrition programme funded with revenue from phase IV has been approved by the 661 Committee. The contract, for 1500 tonnes of therapeutic milk from a French company, had been put on hold on 16 September pending further details on laboratory equipment included in the contract for testing the milk. The hold was lifted on 24 September.

Supplies purchased under the programme continue to arrive normally: Arrivals over the past week included: 26,212 tonnes of sugar, 11,000 tonnes of cooking oil, various pharmaceuticals and surgical appliances, liquified chlorine gas and broiler hatching eggs.
