Oil-for-Food Background Information

First oil exports from Iraq under Phase V The Government of Iraq has begun exporting oil under the terms of Security Council resolution 1210 adopted on 24 November 1998. Two ships took on Kirkuk crude oil at the Turkish port of Ceyhan on 5 and 6 December and four ships loaded oil at the platform of Mina al-Bakr, in the south of Iraq, on 5, 6 and 7 December. In the week ending on 4 December 1998, the oil overseers approved 25 contracts under Phase V. Three other contracts were sent to the Security Council's 661 Committee for its consideration. Four contracts are pending the arrival of additional documents. The total value of the oil sales contracted under Phase V at current prices is about $815 million. (see attachment for details) During the week to 4 December, the Office of the Iraq Programme received 18 contracts for oil spare parts and equipment with a total value of $11,069,555. To date 397 contracts have been received with a total value of $206,569,720. In the past week, the Security Council's 661 Committee approved 23 contracts for oil spare parts and equipment valued at $6,073,385. The total approved is now 198 worth $120,385,057. A further 19 contracts for oil spare parts were put on hold with a total value of $3,761,310. This brings the number of contracts on hold to 119 worth $38,834,862. The Committee approved another 11 contracts for food, medicine and other humanitarian supplies under Distribution Plan IV bringing the total of approved contracts in this plan to 566 with a total value of $1.47 billion dollars. There were no new contracts presented and one approved under Distribution Plan III. Humanitarian supplies arrived throughout the week at the three land border points and at the port of Umm Qasr. The independent inspection agents contracted by the OIP authenticated the arrival of supplies including 49,900 tonnes of wheat, 27,168 tonnes of rice, 313 tonnes of iodized salt, 1,712 tonnes of powdered infant formula milk and 2,046 tonnes of detergents and soap. In addition there were shipments of health supplies, school desks, chlorine and pipes for water distribution and 2,340,000 broiler hatching eggs imported from Jordan. The Distribution Plan submitted by the Government of Iraq for the fifth phase is being reviewed and will be submitted shortly for the consideration and approval of the Secretary-General.
