Recommendations should flow from the conclusions. They should answer the questions:
If the conclusion identified a problem, how do we solve it?
If the conclusion showed some very positive results, how do we built on them?

There is a special class of “lessons learned” that should be drawn. Where a conclusion has been drawn that cannot really be affected during the present project, such as something that was done in the past that cannot be changed, an effort should be made to suggest how this could be avoided in the future. These lessons learned should be shared with others.
