Programme Performance Assessment in Results-based Management

The starting point is the expected accomplishments (results) that were
promised to the Member States. These are found in the approved programme
budget for the biennium. While it is recognized that these were often
drafted well before the biennium, and may not be the best or may have been
subject to changes, they are still the legal basis for the programme and
should be the basis for the programme evaluation.
