A specified objective that indicates the number, timing and location of what is to be achieved.
The main beneficiaries of a programme or project that are expected to gain from the results of that programme or project. They are closely related to its impact and relevance.

Written document presenting the purpose and scope of the evaluation or inspection, the methods to be used, issues to be addressed, the resources, schedule, and reporting requirements.

Status of programmed outputs not delivered to the intended users during the biennium. Termination can be by legislative decision or at the discretion of the Secretariat. Programme managers are encouraged to exercise their discretion to terminate outputs if they become redundant, duplicative, obsolete, irrelevant, or when extrabudgetary resources are not available to implement them in either the current or future biennium.

An evaluation focused entirely on a single, cross-cutting theme or activity in order to assess cumulative effects of multiple programmes that share common objectives and purposes. It aims to appraise the effectiveness of coordination and cooperation between different programmes of the Secretariat in the thematic area.

The use of three or more methods to conduct an evaluation or substantiate as assessment. By combining multiple data sources or methods evaluators seek to overcome the bias that comes from single informants and single methods.
