The
Appeal
The United Nations Secretary-General, on behalf of the world's leading
humanitarian agencies, appeals for US$ 3 billion to help save the lives of
some 45 million people, devastated by 21 of the world's most serious crises.
Firstly, the humanitarian community expresses its thanks to donor nations
for their continued support to coordinated humanitarian action.
Contributions made from their citizens’ taxes have saved countless lives and
helped large numbers of people in need.
Secondly, humanitarians ask donors to sustain their financial contributions
in 2004 to ensure that humanitarian organizations receive adequate, timely,
and predictable funding for their work. In this way, donors will enable
agencies better to meet humanitarian needs.
This appeal is also a call to the international community as a whole. It is
an appeal, on the basis of solidarity, for global citizens to 'hear the
voices' of their neighbours as they struggle to survive in the world's
crises.
Finally, the Appeal is to humanitarians, whether major international
organizations or concerned individuals. The message is simple: Working
together in 2004, they will save the lives of millions of people imperiled
by the world's worst crises, and pave the way for recovery and development.
And they will do so in the midst of the most trying and insecure
environments where, increasingly, they are the targets of violence.
The Humanitarian Appeal 2004 is a product of the Consolidated Appeals
Process (CAP), a United Nations-led mechanism that builds strategic and coordinated
responses to the humanitarian consequences of crises. It brings together 21
separate plans and appeals into one global appeal launched on 18 November
2003.
