Human Resources Development and Advancement of the Legal Order of the World's Oceans


 

The United Nations General Assembly reiterates the importance of human resources development for developing coastal States in the field of ocean affairs and the law of the sea and notes with satisfaction the ongoing implementation of the United Nations – The Nippon Foundation Fellowship Programme in this regard.
 


On 29 November 2005, General Assembly adopted resolution A/60/30 (Oceans and the law of the sea) in which Member States reiterate and emphasize the essential need for human resources development so as to ensure that all States “are able both to implement the Convention and to benefit from the sustainable development of the oceans and seas, as well as to participate fully in global and regional forums and processes dealing with oceans and law of the sea issues.” In this regard, the General Assembly noted “with satisfaction… the ongoing implementation of the United Nations and The Nippon Foundation Fellowship Programme,” whose aim is to assist States to achieve the above.

Furthermore, while taking the floor to comment on the two draft resolutions before them, 13 Member States (two of which speaking on behalf of regional groups) took the opportunity to stress again the importance of human resources development, and three of the speakers further noted with gratitude the contribution of the United Nations – The Nippon Foundation of Japan Fellowship Programme.
