-Co-Chairpersons
On 7 February
2008, His Excellency Mr. Srgjan Kerim, the President of the United
Nations General Assembly, in consultation with delegations, appointed
Ambassador Paul Badji (Senegal) and Ms. Lorraine (Lori) Ridgeway
(Canada) as the Co-Chairpersons of the ninth meeting of the Consultative
Process to be held at United Nations Headquarters in New York, from 23
to 27 June 2008.
-Discussion
Panel
The General
Assembly decided in resolution 61/222 of 20 December 2006 that the ninth
meeting should focus its discussions on the topic “Maritime security
and safety”, which was considered in a discussion panel during
the Consultative Process. The areas of concentration for the discussion
panel and the organization of panel segments were proposed by the
Co-Chairpersons based on consultations with delegations and discussions
at an informal preparatory meeting. The Co-Chairpersons invited
panellists to launch the discussions by making short presentations on
relevant questions.

-Participation
Meetings of
the Consultative Process are open to all States Members of the United
Nations, States members of the specialized agencies, all parties to
UNCLOS, entities that have received a standing invitation to participate
as observers in the work of the General Assembly pursuant to its
relevant resolutions, and intergovernmental organizations with
competence in ocean affairs as well as major groups, as identified in
Agenda 21.
Non-governmental organizations wishing to attend the meetings of the
Consultative Process must have consultative status with either the
Economic and Social Council or be accredited to the roster of the
Commission on Sustainable Development. For information on how to obtain

DESA
-Trust Fund
A voluntary
trust fund was established under General Assembly resolution 55/7 to
assist the representatives of developing States, in particular least
developed States small island developing States and landlocked
developing States, to attend the meetings of the Consultative Process by
covering the costs of travel. In resolution 62/215, the General Assembly
expressed its concern regarding the insufficient resources available in
the trust fund and urged States to make additional contributions.
States may designate one
representative to attend the meeting of the Consultative Process. The
trust fund covers the travel costs of an economy round trip ticket
from the capital of the nominating State to New York. In view of the
current limited resources, only one participant per State will be able
to benefit from the trust fund with consideration given, as much as
possible, to equitable geographic representation. In addition, priority
disbursement will be given to panellists from developing countries.
Moreover, pursuant to paragraph 140 of resolution 62/215, panellists
from developing countries were also eligible to receive daily
subsistence allowance from the fund, subject to the availability of
funds once all the requests for travel assistance from other eligible
participants are covered.
In order to
allow for the processing of requests, the name and date of birth of the
delegate who will attend the meeting and the contact information
(address, telephone and fax numbers and e-mail address, if available)
must be provided.
The United
Nations does not arrange accommodation or visas for participants to the
Consultative Process.
-UN Grounds Passes
(Intergovernmental and Non-governmental organizations)
The names and
contact details of representatives of intergovernmental and
non-governmental organizations invited to attend the meetings of
the Consultative Process should be communicated to DOALOS for issuance
of grounds passes in order to have access to United Nations premises,
where the meetings of the Consultative Process are held.
DOALOS
communicates directly to the non-governmental organization
representatives the venue, date and time for pick-up of their UN grounds
pass.
A special
form may be downloaded by intergovernmental organizations by following
the
link to the Protocol and Liaison Service site
and submitted to DOALOS for processing.
Representatives of intergovernmental organizations must pick-up their UN
grounds passes directly from the UN Pass Office at 801 United Nations
Plaza (45th Street and First Avenue) prior to attending the
Consultative Process meeting. An official document identifying the
representative should be presented at the time. Intergovernmental
organization having a liaison office in New York should endeavour to
obtain their UN grounds pass from that office to attend the Consultative
Process meeting.
-Secretariat
The
Division for Ocean Affairs and the Law of the Sea (DOALOS),
Office of Legal Affairs, carries out the secretariat functions of the
meetings of the Consultative Process. The Director of DOALOS has named
two staff members as Secretary and Deputy Secretary of the ninth meeting
of the Consultative Process.
