This publication focuses on the role that NGOs can play
to accelerate implementation of the regional Social
Development Agenda. It reviews the conceptual basis of
the Agenda, its enabling context comprising the general
economic, political and social conditions necessary to
achieve social development goals and targets, and the
major social development issues that require close
attention at the national and regional levels.Prepared with the funding support
from the Government of Japan, this publication identifies
areas for action by NGOs and proposals for strengthening
the role of NGOs in the implementation of the regional
Agenda. It includes a discussion of issues and targets
and participation of NGOs in each of the following
priority areas: alleviating poverty and social
marginality, empowering women, safegaurding children,
dealing with ageing and older persons in development,
integrating disabled persons into mainstream society,
preventing social problems and protecting the
environment.
Topics covered with
respect to strengthening the role of NGOs include: policy
commitment, institutional framework, government and NGO
collaboration, funding resources, personnel development,
networking and collaboration among NGOs and
accountability of NGOs.
