The Ministerial Conference on Space Applications for Development in Asia and the Pacific was held in September 1994 in Beijing with the objective of promoting regional coordination and cooperation in applications of space technology for sustainable development in the Asia-Pacific region. At the Conference, the Beijing Declaration on Space Technology Applications for Environmentally Sound and Sustainable Development in Asia and the Pacific was endorsed.

The Beijing Declaration officially launched the Regional Space Applications Programme for Sustainable Development (RESAP), based on the Strategy for Regional Cooperation in Space Applications for Sustainable Development and the Action Plan on Space Applications for Sustainable Development in Asia and the Pacific.

RESAP aims at directly assisting developing members and associate members of ESCAP in developing national capability, in addressing urgent environmental and development problems, and in integrating space technology into development planning for achieving sustainable development in the Asian and Pacific region.
