United Nations Police Division
Upon its creation in October 2000, the Police Division supported the police components of peace operations primarily by establishing systems and procedures for generating the authorized numbers of police officers for service in these missions. Over the years, there was a progressive shift in the activities of the Division in order to focus on support for the reform and restructuring tasks entrusted to the police components of peace operations. A greater focus was made on the provision of highly qualified law enforcement personnel to peace operations and the provision of detailed guidance material. In addition, a certain number of important strategic initiatives, such as the establishment of a Standing Police Capacity, the development of a Rule of Law Index and the creation of an International Police Advisory Council are currently underway. In the mid-1990s a Police Adviser was appointed to advise the Department of Peacekeeping Operations on police-related matters. The Secretary-General's Bulletin on the Functions and organization of the Department of Peacekeeping Operations, dated 15 May 2000 (ST/SGB/2000/9), established a Civilian Police Unit as part of the Department's Military and Civilian Police Division.
